- Description
- The Health Resources & Services Administration (HRSA) and Bureau of Health Professions (BHPr) intend to negotiate, on a sole source basis to modify Contract No.: 250-03-0018, with National PACE Association (NPA) of Alexandria, Virginia. The purpose of this modification is to expand the existing Workshops, Desk Review?s and On-Site Consultations. Due to the overwhelming interest in the rural PACE Technical Assistance contract, the Government determined another workshop will allow additional organizations that were not able to attend the first two workshops to attend a third one. The workshop will allow the organization to receive a market self assessment thus leading to a desk review and on-site consultation. This modification to the current contract will allow NPA to assess the nature of current and potential future partnerships of the now expanded interested rural providers with health professions training programs, including successful examples of collaboration and barriers to collaboration between rural providers who might participate in the PACE program and health professions training programs. Because any other organization would have to duplicate the development of protocols for identifying the levels of varying needs of rural entities interested in PACE, NPA is the only responsible source capable of providing these services without substantial duplication of cost, which would not be expected to be recovered through competition and under the authority found in 41 USC 253(i), as set forth in FAR 6.302-1(a) (2). This is not a solicitation, but a notification of our intent to contract. A justification for other than full and open competition (JOFOC) is on file.
