Description
The Government intends to award a contract to ANSER, Inc. on a sole source basis IAW FAR 6.302-1, and 10 U.S.C. 2304(c)(1). The work consists of providing a range of security forces operations, plans and programs, and AT/FP intelligence support for HQ PACAF in order to execute DOD and Air Force mandated force protection programs include following: 1. Employ teams of analysts certified by SANDIA Laboratory to conduct Systems Effectiveness Assessments (SEA) to PACAF installations. SEA will comply with USAF SEA guidelines. 2. Review the Antiterrorism Plans and Installation Security Plans at PACAF installations and assist in developing security plans. 3. Employ teams of analysts to conduct Force Protection Red Team Assessments at PACAF installations. Force Protection Red Team Assessments are in compliance with established USAF and PACAF guidelines. 4. Provide on-site support at HQ PACAF to assist in developing, implementing, and managing PACAF Security Forces functional areas. The contract award date is anticipated to be September 1, 2004. Anticipated period of performance will be one year. Potentially interested sources must have current SEA certification by SANDIA Laboratory, have current past performance, and have experience of similar scope and magnitude for Force Protection Programs and knowledge of and experience working within the PACAF AOR. Interested sources having the capabilities necessary to perform the stated requirement may submit a capability statement to Han Park, Contract Specialist, via e-mail at han.park@hickam.af.mil. Information submitted in response to this notice will be used solely to determine whether or not the use of competitive procedures would be in the best interest of the Government. The Government will consider all responses but a determination by the Government not to compete this action is solely under the discretion of the Government. This notice is not a request for competitive proposals.
