Description
This is a combined solicitation/synopsis for a Firm Fixed Priced Contract to procure and install an Audio/Visual and Video Conferencing System in Rooms 69 and 47 at the Battle Command Training Center, Kansas Army National Guard, Ft Leavenworth, Kansa s. This solicitation is prepared IAW FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Th is solicitation W912JC-04-R-4025 is issued as an RFP. The audio/visual systems will be separate stand alone systems for each room. Room 69 consists of a wall mounted computer interface, 2 wall mounted remote control pan/tilt/zoom cameras in the front, 1 w all mounted remote control pan/tilt/zoom camera at the rear, video sources routed to 2 existing projectors can be sent to control rooms, a custom built lectern to connect an external laptop, internal PC and document camera, a color touch panel to provide r oom control, 25 suspended ceiling microphones, 2 wired hand held microphones, a control room to capture all video and audio and record onto VHS, viewing and a audio/video feed to the video conferencing codec. Room 47 consists of distributed sound system fo r source playback and presenter sound reinforcement to include proper mixing and equalization as required, a multimedia lectern with interconnection through floor to include client furnished PC, interface for laptop, document stand, and lectern mounted mic rophone, symposium for electronic annotation over computer images, color touch panel for system control, relocated client furnished switcher from control room to lectern, audio mixer, and amplifiers. A separate price and technical proposal for each room is required. Award will be made to one vendor, multiple awards will NOT be made. All interested and eligible vendors may submit a proposal which will be considered. A pre-proposal walk through of the facility is scheduled for 10 August 2004 at 10:00 am at No. 8 Sherman Ave, Ft Leavenworth, Kansas. Evaluation and award will be made on the basis of lowest priced technically acceptable proposal. A technically acceptable proposal is one in which the contractor can furnish and install a system in each room which meets our specifications and requirements. The provision at FAR 52.212-3, Offeror Represent ations and Certifications (5/2002) applies to this acquisition. A completed-signed copy of this provision shall be submitted with any proposal. The clause at FAR 52.212-4, Contract Terms and Conditions (2/2002) applies. to this acquisition. The clause at F AR 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (5/2002) applies to this acquisition. Under paragraph b, the following clauses are incorporated: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 252.222-37, Employment Reports on Disabled Ve terans; 52.225-3, Buy American Act-Supplies. The clause 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (5/1999) applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Stat utes to Defense Acquisition of Commercial Items (11/2001), is applicable to this acquisition.
