- This modification to the original combined synopsis/solicitation provides additional information, and answers to questions presented by prospective offerors regarding the requirements of this Request for Proposals. Q: 1. ?Section 1 of Work Statement ?a campaign of recruitment visits to Hispanic Serving Institutions (HSIs)??this statement leads us to believe that the criteria for participation in this program is attendance at one of the accredited HSIs?. a. Please advise if students who self-identify themselves as Hispanic or Latino Americans, who do not attend an HSI, will be eligible to participate in this program?the response to this question will have a direct impact on the scope of our recruitment effort? A: Contractors are not required to solicit students exclusively from Hispanic Servicing Institutions (HISs). As long as the student self-identifies as Hispanic it satisfies the requirement. Q: Section 7 of Work Statement ?contractor will assist interns in arranging safe, ?.housing.?. Please clarify if the contractor is expected (or should propose) to pay for any portion of the housing costs? A: Contractors are responsible of arranging safe and affordable housing. Contractors are not expected to subsidize housing. Q: a. Section 7 of Work Statement ?In case of field placements??. This statement leads us to believe that there may be some field placements (outside of the Washington DC area). Please advise if these ?out-of-town? students would also be expected to attend the Orientation in Washington DC, and if so, should this cost be included in the proposal? b. Can you provide an estimate of the % of students who could be placed in field locations, based on historical participation? A: Contractors are expected to provide orientation to all interns (local and field). If the contractor can not bring the students to Washington, DC, they must provide on-site orientation to field students. If the contractor should include such costs in their proposal, these costs shall be priced separately and will be billed at actual cost if different from estimated cost. Giving a rough estimate, around 20% of our students will be working in the field (year round percentage). Q: Please clarify if ONLY currently enrolled students are eligible for participation, or if recent graduates will also be considered eligible (by recent graduate, we define this as within 6 months of graduation) A: Yes, only current students will be considered. All proposals must include a completed copy of provision 52.212-3 OFFEROR REPRESENTATION AND CERTIFICATION--COMMERCIAL ITEMS.
