- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The Solicitation Number is HE1254-04-Q-0156. This action will be processed using simplified acquisition procedures. The Department of Defense Education Activity (DoDEA) is an education activity and qualifies for academic/educational pricing. DoDEA requires e-mail account for approximately 17,000 students A. INTRODUCTION: The Department of Defense Education Activity (DoDEA) provides education to eligible Department of Defense (DoD) military and civilian dependents from preschool through grade 12 with two programs, one of which is the DoD Domestic Dependents Elementary and Secondary Schools (DDESS). The DDESS system serves an estimated 33,000 students in 70 schools located in seven states, Guam, and the Commonwealth of Puerto Rico. B. SCOPE: The Contractor shall provide Internet e-mail accounts for approximately 17,100 students that meet the following mandatory Internet mail service requirements: 1) service shall be monitored by the contractor, 2) service shall be hosted on a contractor provided server and 3) service shall be in full compliance with the Children's Online Privacy Protection Act of 1998 and must contain no advertising. C. TECHNICAL REQUIREMENTS: The Contractor's Internet Mail Service shall include ALL 17 of the following features: 1) Web based email access for all students and educators: 2) Provision of a custom domain name, 3) Automatic content monitoring of student email with questionable messages redirected to teacher accounts, 4) Automatic filtering of incoming and outgoing mail against an approved list of addresses and domains; 5) Built in SPAM Guard System; 6) Advanced virus protection, 7) POP3 and SMTP access to e-mail accounts using Outlook, Eudora, Lotus Notes, etc., 8) Web based administration of email accounts at the district, school and classroom level, 9) Fourteen different user access levels including District Master, School Master, Teacher, Student, and Suspended; 10) Teacher created Message Boards (up to five per teacher) which are automatically filtered for content and with access granted on a per user basis; 11) Web hosting capability for classroom web pages; 12) Online file storage and file sharing; 13) 25 Megabytes of storage space per e-mail account; 14) Integrated online spell checking; 15) Secure, school chat rooms with text filtering and reporting that are filtered for offensive language; 16) Ability to mass import users into the system using the Contractor's software tools; 17) Free end user technical support. D. PERIOD OF PERFORMANCE: 12 months from date of award. A single award will be made to the responsible offeror whose offer demonstrates that they are capable of meeting the scope directives and all mandatory technical requirements and whose offer reflects the best value to the Government. The following items shall be submitted in writing, to the address shown above, by 2:00 p.m. EST, 23 Jul 04: 1) Quote. 2) Representations and Certifications; 3). Narrative detailing contractor ability to perform services in accordance with all technical requirements. 4) Certification that service is in compliance with the Children's Online Privacy Protection Act of 1998. 5) Two references (point of contact name and telephone number); 6) Contractor TIN number. Contractors must be actively registered in the Central Contractor's Registration (CCR) database to receive an award with the DoD.
