Description
The Uniformed Services University of the Health Sciences (USUHS)/Armed Forces Radiobiology Research Institute, Bethesda, MD intends to award an order to perform sample analysis as well as provide the equipment, personnel, consultants and services necessary to accomplish the analysis project. This announcement constitutes the only solicitation; quotes/proposals are being requested and a written solicitation will not be issued. The period of performance for this award will be for one year. The project?s primary objective will be to measure the amount of isoflavones in mouse plasma and to provide a report of this analysis to the Armed Forces Radiobiology Research Institute. Specifically, the government will provide and deliver, on dry ice, a set of approximately 500 frozen samples with 0.3 ? 0.5 mL mouse plasma per sample; the contractor?s requirement is to: Analyze mouse plasma by GC-MS or LC-MS for the quantitation of the following: a) Genistein, dihydrogenistein, daidzein, dihydrodaidzein, glycitein, equol, O-desmethylangolensin; b) Internal standard added to all samples; c) detection limits: = 2 nanograms/mL; d) turn around time from day of receipt shall be within two months; e) minimum sample volume = 0.3 mL; f) report preparation: list of samples and concentrations of isoflavones determined; and summary of assay conditions. DELIVERABLES: The standard research report shall be the format for the final analysis report and will be prepared and edited under the guidance of the Principal Investigator assigned to this contract. A copy of the report will be provided to the Contracting Officer?s Representative. The contractor shall provide administrative support as required to ensure successful completion of contract requirements. The following evaluation factors will be considered in determining the best balue for the government: (1) TECHNICAL CAPABILITY: Technical capability shall be based on product literature, technical features. Each vendor?s offer is required to submit licensing (if applicable), descriptive literature, or other documentation, and show how the offered services meets or exceeds the requirements as stated in the requirements specified above. (2) PAST PERFORMANCE: Contractor shall provide three references where similar services have been provided by their organization; and (3) PRICE: Prices should be based on a per sample basis. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS by July 26th, 2004.
