Description

The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) intends to negotiate on a sole source basis with St. Lawrence University, Canton, New York for research among NOAA Air Resources Laboratory, Lake Champlain Basin Program and the Lake Champlain Research Consortium requiring air quality monitoring projects and modeling studies of a variety of air contaminants based on a congressional mandate. The statutory authority is 41 U.S.C. 253(c)(1), Only One Responsible Source. This proposed action is anticipated to be at or below the simplified acquisition threshold of $100,000.
