Description
The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with 2B Technologies, Inc. for ten (10) Airborne Ozone Analyzers. The analyzers are to be used on a small aircraft and must be able to operate autonomously and meet all of the following specifications: 1. Uses the principle of ultraviolet ozone absorption photometry. 2. Weight cannot exceed 8 pounds (3.65 kilograms). 3. Dimensions of length x width x height cannot exceed 12 inches x 9 inches x 5 inches (30 cm x 23 cm x 13 cm). 4. Power supplied by internal, rechargeable 12-volt battery capable of operating the ozone analyzer and auxiliary equipment for 4 hours. 5. Internal data recording system capable of recording ozone data and analyzer house keeping data (analyzer cell pressure and temperature) as well as auxiliary input data from an external GPS unit, temperature sensor, and humidity sensor (analog inputs). 6. Removable flash card memory device. 7. Measurement precision of 1.5 ppbv or 2% of reading, whichever is higher. 8. Accuracy of 1.5 ppbv or 2% of reading, whichever is higher. 9. 10-second data resolution. 10. Capable of operation down to 300 hPa pressure. This procurement is being conducted per FAR Part 13, Simplified Acquisitions (NTE $100K). FAR Clauses in full text are available at http://www.ARNET.gov/far/. Based on our market research, 2B Technologies is the only contractor who can meet the requirements of this procurement. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
