- Description
- The Health Resources and Services Administration (HRSA) intend to negotiate, on a sole source basis with Blue Cross and Blue Shield Association (BC&BS), 225 N. Michigan Avenue, Chicago, IL 60601. The purpose of the negotiation is to modify and expand the level of effort to contract 232-02-0005 in order to address one of the short-term performance goals set by the Office of Management and Budget (OMB) and HRSA for the Children?s Hospital Graduate Medical Education Payment Program (CHGME PP) as a result of the PART. One of the short-term goals set for the CHGME PP by the OMB and HRSA is to evaluate the feasibility and cost benefits of conducting 100 percent assessments of some of the other variables that are claimed and certified by participating children?s hospitals for purposes of CHGME PP indirect medical education payments. The variables include the number of available beds, number of discharges, and case mix indices. Under this contract modification, a pilot study will be designed and implemented to assess the inpatient available bed counts submitted to the CHGME PP by participating children?s teaching hospitals. The long-term goals associated with the PART depend on the results of the cost benefit analysis. The objective of this contract modification is not to conduct a cost benefit analysis but rather to conduct a pilot study to refine the protocol so as to increase efficiency, minimize burden, and assess processes which might reduce costs of carrying out the assessments. This assessment protocol builds upon (1) the current Resident FTE Count Assessment process, conducted annually by CHGME Fiscal Intermediaries (FIs) under the existing BCBSA contract and (2) the current Medicare program assessment of inpatient available beds, which is directly applicable to two-thirds of the CHGME PP participating hospitals. The Medicare and CHGME PP share many rules and regulations regarding the inpatient available bed counts, which contractors currently performing the resident FTE assessments are intimately familiar with. BC&BS is deemed the only responsible source capable to fulfill the requirement without substantial duplication of costs which would not be expected to be recovered through competition under the authority in 41 U.S.C.253(c)(1), as set forth in FAR 6.302-1(a)(2)(ii), only one responsible source.
