- Description
- The purpose of this synopsis is for the Naval Air Systems Command to announce its intent to contract for technical and engineering services (NAICS code 541330) to support the Warfare Analysis Department, AIR-4.10, as well as to announce an Industry Day and solicit companies capable of supporting the Warfare Analysis Department. THIS IS NOT A SOLICITATION. The formal solicitation will be posted on or about 9 September 2004. Attached to the solicitation will be a List of Interested Parties. The Government encourages teaming arrangements and subcontracting with small businesses. Paper copies of the solicitation will not be mailed. Phone and fax requests for a copy of the solicitation will not be accepted. The Warfare Analysis Department performs warfare analysis that involves the application of analytical techniques to assess and improve the effectiveness and efficiency of Naval Operations. Analysis related support involves the application of warfare models and simulations. Modeling and Simulation (M&S) provides a powerful source of analysis data for studying options in military campaigns, force structure, concepts of operations (CONOPS), tactics, strategy, weapon capabilities, and cost-wise readiness in the near- and far-term. Additional analysis-related efforts include programmatic support in the execution of warfare analysis efforts such as task planning, scheduling and documentation. The contractor shall have the capability to perform work at the Top Secret-Sensitive Compartmented Information (SCI) level, or special project level with a notice of 2 weeks. The contractor shall employ security protection and ensure security for all efforts. The contractor shall provide engineering/technical services and the material required to support the analysis related tasks that are related to the following Department of Defense (DoD) and Department of Homeland Security (DHS) warfare areas: Anti Air Warfare, Amphibious Warfare, Anti Surface Warfare, Anti Submarine Warfare, Command, Communications, and Control Warfare, Command Control and Communication, Fleet Support Operations, Intelligence, Information Warfare, Logistics, Mine Warfare, Mobility, Non-Combat Operations, Naval Special Warfare, Strike Warfare, Special Warfare, Homeland Defense, and Electronic Warfare. Knowledge of these warfare areas are specifically applied to the following analysis areas: Joint Capabilities Integrated Development System (JCIDS) Analysis, Acquisition Analysis and Support, Operational Analysis, Survivability and Vulnerability Analysis, Threat Analysis, Conceptual Analysis, Systems Analysis, Readiness, Force Level and Affordability Analyses, and Cost Analysis. In addition, related analysis efforts are included, such as the following: Modeling, Simulation and Analysis-Related Support, Software Development, MS&A Infrastructure, WEB-Based Applications and Websites Support, Data Analysis, Fleet and Operational Support, and AIR-4.10 Quality Assurance Support. The Naval Air Systems Command will host an Industry Day forum on Monday, 30 August 2004 to provide interested parties with additional information and solicit feedback on the upcoming Warfare Analysis Department requirement. This forum will be held at the Southern Maryland Higher Education Center (SMHEC) in California, MD from 9:00 AM to 1:00 PM. All interested attendees must pre-register by 25 August 2004 via e-mail to Ms. Jessica McGee at Jessica.McGee@Navy.mil or (301) 757-8959 (fax), or Ms. Lisa Wilson at Lisa.M.Wilson@Navy.mil or (301) 757-8959 (fax). Registering parties must include the attending individuals? names, company, phone, and e-mail addresses. As seating is limited, only individuals that pre-register are guaranteed seating. For those individuals unable to attend the Industry Day forum, the presented materials will be available under the Doing Business link on the NAVAIR website (http://www.navair.navy.mil) on 1 September 2004. Any questions concerning Industry Day should be submitted to Ms. Jessica McGee or Ms. Lisa Wilson at the above cited e-mail addresses. Telephone inquiries will not be accepted. Questions received by 25 August 2004 may be addressed at the Industry Day forum. It is the Government?s intent to award a single Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) type contract to the offeror who proposes to provide the best overall value. It is anticipated that the formal solicitation (N00421-04-R-0088) will be available through the Doing Business link on the NAVAIR homepage, http://www.navair.navy.mil, on or about 9 September 2004. However, the Government intends to release a draft solicitation (N00421-04-R-0088) on or about 26 July 2004 under the Doing Business link on the NAVAIR homepage, http://www.navair.navy.mil.
