- Description
- The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. The service requested is support to A/DCSINT Threats for Contemporary Operational Environment (COE) at the Com mand and General Staff College (CGSC), and TRADOC Schools and Centers. The contractor shall provide support for A/DCSINT Threats by reviewing, researching, recommending and providing revisions to CGSC and TRADOC schools / centers curriculums relative to T hreats issues. The tasks are curriculum development and military training analysis related. Tasks include but are not limited to Reviewing and becoming familiar with existing COE assessment baseline documents, working, in conjunction with ADCSINT-Threats personnel and curriculum developers, to review curriculum under development as well as establ ished curriculum, identify those areas where the COE concept should be integrated/applied and provide recommendations as how this may be accomplished. Also included is Development of a plan for the review of existing CGSOC ILE curriculum and for entry int o and assistance of future curriculum development, the revision of Student Text 7-100 OPFOR (by integrating primarily existing materials), providing input to common teaching scenario development, responding to requests for information/assistance from other TRADOC schools, providing short papers derived from CGSC curriculum reviews that would assist other schools and preparing products, to include briefings and presentations, covering information noted and developed. All interested contractors will have to address on the their proposal in response to the Request for Proposal (RFP) all areas of their expertise listed in this requirement. The contractor personnel team shall have expertise as indicated below: - Required qualifications of one of the contractor's personnel: Not more than five years time elapsed since separation from active duty, Possess computer experience with IBM compatible personal computers to include initialization, word processing, sprea dsheet, graphics programs, performance of user maintenance using supplied user manuals, Windows environments, operation of modems and familiarity with e-mail and internet operations, Possess a SECRET or higher clearance, and Graduate of a senior level serv ice college course, equivalent to the U.S. Army War College. - Desired Qualifications of one of the contractor's personnel: Education: a Master's degree (preferred due to the demonstrated writing abilities that are normally necessary for successful completion of a graduate degree. Preferable in political science or history), Former Colonel in Military Intelligence or Combat Arms, Knowledge of curriculum development and training practices, Combat/ peace operations and joint experience, and Strong Tactical knowledge, research and analytical skills. - Required qualifications of one of the contractor's personnel: Strong training background preferably as curriculum developer and instructor CGSOC graduate, Not more than five years time elapsed since separation from active duty or civil service, Desire d qualifications of one of the contractor's personnel, Education: Masters Degree, Combat Arms/Special Ops background, Ability to communicate, research, analyze and record findings in clear, concise prose or orally in briefing / discussions, and Combat or Peace Ops experience This is a new requirement. The complete requirements will be included in the Statement of Work (SOW) issued with the Request for Proposal, which will be provided to all qualified respondents. The Federal Supply Classification (FSC) code for this project is U008, NAICS code is 611699, and SIC code is 8299. The contractor shall provide management and daily oversight of their personnel in support of A/DCSINT Threats and CGSC onsite requirements. All responses will be considered and must include proof of the ability to provide Mil itary Analyst support to A/DCSINT Threats including performance information and references on the contractors abilities. The response should also provide GSA schedule information, contract labor categories and rates for this service. All responses must i nclude company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code. All contractors must be registered in the Central Contractor Registration at http://www.ccr.dlis.dla.mil/ ccr/scripts/index.html. All responses must be received no later than 4:00 p.m. CST, on 28 JUL 04. All appropriately supported responses will be provided the RFP and SOW for preparation and submission of a proposal.
