Description
This synopsis is issued to determine the size and type of businesses capable of providing rental vehicles to Fort McCoy, WI. This is not a request for proposals or announcement of a solicitation. The government anticipates a possible requirement to rent the following vehicles at Fort McCoy, WI for an undetermined period of time: Midsize sedans, 4 door, 85 each; Minivans, 40 each; 15 Passenger vans, 53 each; Cargo vans, 8 each; Pickup trucks, 4x4 e xtended cab, 20 each. The anticipated contract would be an indefinite quantity, indefinite delivery (IDIQ) contract with a period of performance 1 October 2004 through 30 September 2005, plus a single one year option period. The anticipated minimum quant ity per type of vehicle may be the quantities shown for six months. Basic performance requirements include unlimited mileage for each vehicle; vehicles will not exceed 36,000 odometer miles nor be older than three model years in age; contractor will provide delivery and pickup of vehicles at Fort McCoy, WI; insurance provi ded by contractor in accordance with FAR 52.228-8; vehicles must comply with Federal Motor Vehicle Safety Standards (49 CFR 571), and State and local safety and environmental standards. The contractor shall perform both scheduled and unscheduled maintenan ce at a facility he designates. The contractor will provide all parts, labor, and expertise necessary to complete required maintenance tasks. Tasks include oil changes, motor tune-ups, repair of flat tires, manufacturers recalls, and all other functions necessary to maintain vehicles in good operational condition. Parts include those items that must be replaced due to fair wear and tear such as windshield wipers, tires, headlamps, filters, fluids, and lubricants. The contractor is responsible for pick up of vehicles from Fort McCoy for both scheduled and unscheduled maintenance, and return of vehicles to Fort McCoy upon completion. Upon proper notification, the contractor will recover disabled vehicles. The contractor shall respond to a trouble call w ithin one hour of notification. If repairs cannot be made within 24 hours of notification, an equal replacement vehicle shall be provided to the Government at no additional cost. Sources are being sought for informational and planning purposes only. This synopsis is not to be construed as a commitment by the government to issue a solicitation for these services. An award will not be made based upon offers received in response to this notice. The government will not be financially responsible for information submitted in response to this notice. Request interested contractors submit a capability package including the following information: 1) Business name and address; 2) Point of contact, phone number, Email address; 3) DUNS number; 4) Business size (NAICS code is 532111, small business size sta ndard is 21.5 million); 5) Type of business (HUBZone, woman owned, small disadvantaged veteran owned, small disadvantaged); 6) Information demonstrating the capability to provide the various types and quantities of vehicles; 7) Information demonstrating ca pability to provide emergency maintenance services to Fort McCoy, WI; 8) Contract references for similar contract services within the last 3 years, including contract magnitude, number and type of vehicles rented, and period of performance; and 9) Commerci al price list or other advertised pricing for the types of vehicles required, including anticipated discount considering minimum quantity. Capability package must be limited to 6 pages. Submit capability package no later than 4 August 2004, 4:30 p. m. CST to Kris.Murray@us.army.mil.
