Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-04-T-0126. This acquisition is issued as an Request for Proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. (iv) The associated NAICS code is 334413. The small business size standard is 500. (v) The following is a list of contract line item number(s) and items, quantities and units of measure: CLINS QTY ITEM 0001 1 EA Nanosecond laser at 532nm with OPO for tuning from 450-1700nm (vi) Description of requirements: This is a laser system composed of a base laser and an optical parametric oscillator (OPO). The salient characteristics of the base laser are: 1. less than1.2J @ 1064nm, greater than or equal to 500mJ @ 532nm, greater than450mJ at 355nm with injection seeding for narrow linewidth of less than or equal to 0.003 cm-1 at 1064nm. 2. rep rate 10 Hz with pulsewidths on the order of 10ns. 3. Active beam positioning system to hold alignment between laser and OPG to within +/- 25urad over an 8hr period for temperature ranges of plus or minus 3 deg C. This is a critical element necessary to reduce day to day alignment to a level tolerable wi th our tight program schedule. 4. Better than 70% near field, better than 95% far field spatial profile fit to Gaussian 5. Laser is compensated for birefringence to reduce depolarization. 6. Flashlamp lifetime greater than 40 million pulses to 90% IR power. 7. System has at least 2yr warantee on all electrical and mechanical components, and 90 days on the optical components, with pump chambers waranteed to 5years. 8. System must be switchable to deliver either 532 nm undepleted output without need of realignment of the OPO system, and include dichroic beam separators. The salient characteristics of the OPO are: 1. OP0 must be all solid-state with no dyes 2. Signal beam divergance is less than 1mrad. 3. System must be continously tunable from 450-705 and 715-1700nm without changing any optical components, inculding dicrhoic separation optics. 4. Energy output from OPO to exceed 60mJ at 500nm with a linewidth of less than 0.075cm-1 across the entire tuning range. 5. OPO system must be fully automated for tuning and scanning with auto-tracking feedback loops to the tuning crystals which do not require user lookup table inputs, and all scanning control achieved through an included computer or remote module, and incl ude Lab VIEW drivers for the system must be provided. 6. Warranty of 2 years on all electrical and mechanical components and 90 days on optical components. (vii) Delivery is required six months after award of contract. Delivery shall be made to the Army Research Laboratory, 2800 Powder Mill Road, Adelphi Maryland 20783-1197. Acceptance shall be performed at Army Research Laboratory, 2800 Powder Mill Road , Adelphi Maryland 20783-1197. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision a t FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance and price. The technical capability and past performance are of equal importance and when combined are slightly more important than price. The technical evaluation will be a determination as to whether the proposed product meets the salient chara cteristics listed above and shall be based on information furnished by the vendor The government is not responsible for locating or securing any information which is not identified in the proposal. To ensure sufficient information is available, vendors m ust furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the salient characteristics of the requirement. If the vendor proposes to modify a product so as to make it conform to the requirement of this solicitation the vendor shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance wil l be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules and w arranty and maintenance reputation. Offerors must include records of three recent sales and identify a point of contact for each by providing a name and telephone number. The government will award a contract to the offeror whose offer conforms to this so licitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of th e provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause NONE. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and DFARS 252.2 12-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. The following additional FAR/DFARS clauses cited in this clause are applicable: FAR 52.203-6; FAR 52.219.8; FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.222-37; FAR 52.225-15; and FAR 52.232-33. (xiii) The following additional contract requirement(s) or terms and conditions apply: DFARS 252.212-7000 and 252.212-7001apply to this acquisition.
