- Description
- The Fleet & Industrial Supply Center, in support of Commander Navy Region Northwest (CNRNW), is soliciting for a firm fixed price indefinite delivery indefinite quantity service type contract ? possible split award - for personal financial management instruction. The awardee of the contract will be required to provide instructors to teach personal financial management classes in a general military training setting. All instruction will take place in the CNRNW Area of Responsibility, which includes the following site locations: Naval Base Kitsap (formerly Naval Station Bremerton and Submarine Base Bangor), Naval Undersea Warfare Center Keyport, Naval Magazine Indian Island, Naval Station Everett and Smokey Point, Naval Air Station Whidbey, Naval Hospital Bremerton, and various ships and submarines while in port. Topics of instruction will include, but are not limited to: military pay issues, developing a spending plan, saving and investing, consumer buying economics, insurance, and basic retirement planning. All services will be based on requirements set forth in the performance work statement in the solicitation. Base year period of performance is anticipated to begin 1 October 2004 and extend through 30 September 2005; contract will include four one-year option periods. The commercial solicitation will be issued under full and open competition procedures on or about 9 August 2004 with a closing date of 30 August 2004. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil. All offerors wishing to submit an offer are responsible for downloading their own copy of the RFQ from this website and to frequently monitor the site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to joshua_c_carter@puget.fisc.navy.mil will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO website. Please do not call with questions regarding the posting of the solicitation on NECO until after the posting date, 9 August 2004. No bidder list will be maintained by this office. No paper copies of the RFQ / amendments will be mailed. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render your quote nonresponsive and result in rejection of the same. To be procured using commercial Simplified Acquisition Procedures in accordance with FAR Parts 12 & 13. Offers will be evaluated on the basis of best value to the Government, that is, selection of the contractor is to be based on other than the lowest priced, technically acceptable offer. Award will be made to the technically acceptable offer, which provides the best value to the Government, past performance and price considered. Electronic submission of proposals/quotes is not available at this time.
