Description
The General Services Administration (GSA), Northeast and Caribbean Region, announces an opportunity for Design Excellence in Public Architecture for the performance of Architect-Engineering (A-E) Design services for a Facility-Wide Modernization and Expansion project to the existing US Land Port of Entry (Port) at Alexandria Bay, NY. This work will be performed in accordance with GSA Quality Standards and Requirements. Solicitation No. GS-02P-04-DTC-0035(NEG), Project No. NNY 04001. This project will modernize and expand the existing Land Port of Entry (US Border Station) Alexandria Bay, Wellesley Island, NY with a principal emphasis is on site development, road construction, and infrastructure improvements. As a gateway to the United States, the Port must efficiently process traffic while maintaining adequate safety for the staff and security of the border. An appropriate Port design must holistically unify existing and new structures program components into a distinguished and businesslike image reflecting the official status and law enforcement functions of the Port. Inherent in this is a landscape strategy that could unify the disparate elements of the Port. The expansion, over existing and approximately 50 acres of newly acquired land, consists of the construction of new and relocated commercial vehicle queuing, parking, and inspection areas. Additionally, the project includes, but is not limited to, the following: revamped and expanded administration building; new commercial inspection warehouse with 6 docks; new VACIS building; new maintenance building; new and expanded commercial vehicle queuing; inspection and parking areas; two additional commercial inspection lanes; new primary commercial vehicle inspection booths with canopy for commercial traffic; infrastructure for the customs brokers? offices (broker village); new livestock processing (Veterinary Services) facility with wastewater treatment; demolition of structures and site features as required; temporary facilities to accommodate uninterrupted operations; extensive rock removal; extensive site work to facilitate new construction, roadways, and parking areas; new bus and passenger vehicle inspection lane; demolition of some structures and site features; temporary facilities to accommodate uninterrupted facility operations; and extensive site work. The gross area of all existing buildings is approximately 1,477 m2. The expanded facility (existing and new construction) will contain an approximate rental area of 7,900 m2, a gross area of 11,800 m2 (including canopy areas), and 203 outside parking spaces. The Estimated Construction Cost Range for the Facility-Wide Modernization and Expansion project is between $60,000,000 and $65,000,000. The design responsibilities will include, but will not be limited to the following: program requirements, site development, landscaping, geotechnical design (including large quantities of rock removal), transportation engineering, infrastructure improvements, demolition, civil, structural, interior construction, plumbing, HVAC, vertical transportation, fire protection, electrical system, lighting and power, sustainable features (LEED certification), and special systems (emergency generator, UPS, security, surveillance, communication and data system, energy management system). The project is to include GSA design standards for secure facilities, as well as, specific tenant-agency security requirements. The existing facilities contain hazardous material requiring abatement. The Scope of A-E Services under this Firm-Fixed Price Contract will include, but will not be limited to: Pre-design survey of existing conditions, operational analysis, programming studies; presentations to client; energy conservation analyses; development of housing plans, phasing and support for the relocation of the existing operations and occupants into temporary space, complete architectural, landscape and engineering design, preparation of specifications, CADD drawings, scheduling, value engineering, partnering, cost estimating, construction phasing and space planning, interior design, optional post construction contract services (PCCS), optional as-built drawings, optional construction phase A-E inspection services, optional partnering during construction, optional A-E biweekly site visits and optional total building commissioning. The project will be designed and constructed in metric units. The lead A-E must have an active design production office located within a three hundred seventy five (375) mile radial distance of the geographical area of Alexandria Bay, New York. The government will not allow payment for travel, living expenses, or computer hookups for the prime firm, subcontractors or any consultants. This is a Request for Qualifications (RFQ) of A-E Firms and their Lead Designer(s) interested in contracting for this work. The A-E Firm as used in this RFQ is an association, joint venture, partnership, or other legal entity that will have a contractual responsibility for the project design. The Lead Designer is the individual or design studio that will have primary responsibility to conceive the design concept and the facility(ies) architecture. The A-E Firm must address its contractual relationship with the Lead Designer(s), and the Firm(s) ability to manage the design and production of the construction documents. In developing the project team required for Stage 2, A-E Firms are advised that at least 35% of the level of contract effort must be performed within the a seventy-five (75) mile radial distance form Alexandria Bay, NY. The government will not allow payment for travel, living expenses, or computer hookups for the prime firm, subcontractors or any consultants. If the A-E Firm is comprised of a partnership, corporation, association, or other legal entity permitted by the law to practice architecture or engineering, a complete description of the proposed internal responsibilities of the components must be included in both the Stage 1 and 2 submittals. This entity must be in place at the time of contract award. The A-E selection will be completed in two stages as follows: STAGE 1: The first stage will establish the Architectural capabilities of the A-E Firm and the Lead Designer(s). In the first stage, a minimum of three (3) to six (6) A-E Firms will be short-listed for further consideration. The short list will be based on the A-E Firms Stage 1 submittals in response to this Request For Qualifications (RFQ). In STAGE 1, interested A-E firms will submit portfolios of accomplishments that establish the design capabilities of the A-E Firm and the Lead Designer(s). All documentation will be in an 8 1/2" x 11" format. The portfolio should include the following: a cover letter of interest referencing the FedBizOpps announcement and a brief description of the A-E Firm and its location, organizational makeup, its contractual relationship with the Lead Designer(s), its ability to manage the design and production of the construction documents and its noteworthy accomplishments. The portfolio should also include Standard Form SF 330, ?Architect-Engineer Qualifications?, Part 1, ?Contract-Specific Qualifications?, and Part 2, ?Architect-Engineer Qualifications?, which must be dated not more than twelve (12) months before the date of this synopsis. Identification of major consultant firms is not required at this stage. Project qualifications submitted by each firm will be reviewed and evaluated by an A-E Evaluation Board based on the following evaluation criteria: (1) PAST PERFORMANCE ON DESIGN [35%]. The A-E Firm shall submit 8 X 10 graphics (maximum of three pages per project) and a typewritten narrative (maximum of one page per project) of not more than seven designs completed within the past 10 years. Of these designs, five (5) projects, shall demonstrate architectural design accomplishments with an emphasis on transportation engineering. A minimum of two (2) projects shall demonstrate civil engineering and/or multi-building design accomplishments. The narrative shall address the design approach for the features of each project and discuss how the client's program, function, image, mission, economic, schedule and operational objectives were satisfied by the overall design/planning solution (include tangible evidence where possible i.e. certificates, awards, peer recognition etc. demonstrating design excellence) and address how site constraints were satisfied by the design. Provide a client contact for each project, including name, title, address, phone, and fax numbers. A portion of one page presented for each project must include a site plan. (2) PHILOSOPHY AND DESIGN INTENT [20%]. In the Lead Designer's words (maximum of two typewritten pages each for architectural, civil, and transportation engineering), state his or her overall design philosophy and approach to the challenge of public architecture, issues, and parameters that may apply for this type of project. (3) LEAD DESIGNER PROFILE, ARCHITECT [15%]. Submit a biographical sketch (maximum of three pages) including education, professional experience and recognition for design efforts, inclusive of examples, on similar projects for each Lead Designer. Identify and describe areas of responsibility and commitment to each project. (4) LEAD DESIGNER PORTFOLIO, ARCHITECT [30%]. Submit a portfolio representative of the Lead Designer's ability to provide design excellence. Submit graphics (maximum of three pages per project) and typewritten narrative (maximum of two pages per project) of up to three (3) projects completed in the past 10 years. Narratives shall include a discussion of design challenges and resolutions. The narrative shall address the design philosophy with salient features of each project and discuss how the client's program, function, image, mission, economic, schedule and operational objectives were satisfied by the overall design/planning solution. Where possible, include tangible evidence demonstrating design excellence, such as certificates, awards, peer recognition etc. Where there is duplication with criteria (1), the Lead Designer will address her/his participation in the project. SUBMIT STANDARD FORM 330?s FOR THE LEAD A-E FIRM ONLY. An A-E Evaluation Board consisting of a private sector peer and representatives of the client and GSA will evaluate the submissions. The Board will establish a minimum of three (3) to six (6) A-E Firms to be short-listed. STAGE 2: In this stage, the entire project TEAM, including the A-E Firms short-listed in the first stage, their designated Lead Designer(s) and ALL the consultants who will work on the project, will be evaluated. The A-E Firms will submit a composite Standard Form 330, Part 1, ?Contract Specific Qualifications?, that reflects the entire project TEAM. In addition, Standard Form 330, Part 2, ?General Qualifications?, will be submitted for the prime firm and each proposed consultant. The Government will establish the evaluation criteria and the date these submittals are due and provide the selection criteria for the interviews and final selection process, with the Stage 1 short list announcement published in FedBizOpps. A brief period, no longer than 14 calendar days, will be provided for the A-E Firms to establish full project teams. It is encouraged that the project team should include Small, Small Disadvantaged, Women-Owned Small Businesses, HUBZone Businesses and Small Service Disabled Veteran-Owned Small Business concerns. This stage will include an interview each project team. The A-E Evaluation Board will interview each team. Candidates should be prepared to discuss all aspects of the criteria indicated above and to demonstrate their ability to fulfill all project requirements. Emphasis will be placed on the unique aspects of the project, design philosophy, possible approaches in carrying out the project, and project management. This procurement is being issued under the Small Business Competitiveness Demonstration Program (F.A.R. 52.219-19) and will be open to both small and large business concerns. Before award of the contract, the A-E Firm (if not a small business of $4,000,000.00 gross average sales receipts for the past three years), shall be required to present an acceptable Small Business Subcontracting Plan in accordance with Public Law 95-507. As part of its commitment to socioeconomic initiatives of the Federal Government, the General Services Administration has established subcontracting goals of 39 percent for Small Businesses to include 5 percent for Small Disadvantaged Businesses, 5 percent for Women-Owned Small Businesses, 3 percent for HUBZone Businesses, and 3 percent for Service Disabled Veteran-Owned Small Business concerns. In support of the agency's effort, A-E firms seeking consideration for this contract shall demonstrate a proactive effort in achieving these goals, and will place subcontracts to the maximum practical extent with the small business categories listed above. The use of consultants will be reflected in a Small Business Subcontracting Plan to be submitted with the Stage 2 submittal and included in the contract. All interested large business firms are reminded that the successful firm will be expected to place subcontracts to the maximum practical extent with small and disadvantaged firms as part of their ORIGINAL SUBMITTED TEAMS.
