Description
The National Institute of Standards and Technology (NIST), has a requirement for a Closed Circuit Television Monitoring System, including design and installation, for the NIST Advanced Metrology Laboratory (AML). This system will provide NIST with the means to monitor, and record up to one month?s worth of video with the ability to download this information onto a CD ROM, or other media storage device. The Contractor shall provide 32 cameras throughout the facility for complete coverage. This equipment, which is classified as commercial equipment, will be competed using Simplified Acquisition Procedures under the authority of FAR Parts 12 & 13, via full & open competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 334310 with a small business size standard of 750 employees. This acquisition is a cascading small business set-aside. In accordance with the Non-Manufacturer Rule, to qualify as a small business under a small business set-aside, the distributor and the manufacturer must be a Small Business under the NAICS code identified above. Because this is a cascading small business set-aside, all business sizes are invited to respond. However, if at least two small businesses submit acceptable quotations, then the procurement becomes a small business set-aside, and only the quotations from the small businesses shall be evaluated. All other quotations shall be excluded. The competitive Request for Quotation (RFQ), specifications, RFQ amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-04-Q-0768. The RFQ is anticipated for release to the vendor community on or about July 28, 2004, and will only be available via the Internet at the above web site. Potential quoters are responsible for accessing the web site. Interested parties must respond to the RFQ in order to be considered for award of any resultant purchase order. No written solicitation document is available, telephone requests shall not be honored, and no bidders list shall be maintained.
