Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Multispectral Solutions Inc. under the authority of Far 13.106-1(b), Soliciting from a Single Source, to acquire two pieces of equipment and tags: Ultra Wide Band (UWB) and Urban Positioning system (UPS) and high powered tags. This equipment is needed for a comprehensive study of RF-based indoor localization techniques of technology?s performance. A series of tests will be designed to analyze its application for indoor localization. The UPS device will be used for its directional antenna. The high-powered tags are needed for system operation in realistic scenarios. Sole source determination is based on the Government?s need for a contractor with a current working version of: UWB equipment: (a) geared toward indoor localization applications. (b) direct knowledge of various beamed sources from high intensity to high uniformity, optics, lasers, various alignment procedures, software programming, motion controllers, instrument communications, various detection systems from photometric to spectroradiometic, and the metrics for verifying these specifications. UPS equipment: (a) ranging device that operates in Non-LOS environments. Multispectral Solutions Inc. is the only company identified as manufacturer of UWB hardware. They are the only company currently offering a working version of such equipment that is geared toward indoor localization applications. A fixed price purchase order will be issued on or about July 30, 2004. Interested parties may identify their interest and capability to respond to this requirement, in writing, no later than the response date. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, the Government will consider responses received by July 30, 2004. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for quotation nor is it a request for competition.
