Description

The U.S. Department of Commerce, National Severe Storm Laboratory (NSSL) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with North Carolina State University to implement the 4th Inland Flooding Observation and Warning (IFLOW) project component as part of an ongoing IFLOW demonstration program for the evaluation and testing of new technologies and techniques to produce accurate and timely identification of coastal, estuary and inland floods, flash floods and their impacts on the coastal ecosystem. This advance will facilitate the development and integration of a watershed and an estuarine water quality modeling system with the existing IFLOW infrastructure on the Tar-Pamlico River Basin in North Carolina. The period of performance shall be August 10, 2004 through September 30, 2005. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned.
