Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is a Request for Quote (RFQ) 132138. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This solicitation is 100% small business set-aside. The NAICS code is 541380. The government is interested in procuring on a brand name or equal basis six Paxscan 2520M Amorphous Silicon Digital X-ray Imagers with the following specifications: panel must be no larger than 18.15? x 9.288?, the receptor (image portion) of the panel must have an active pixel area of 7.05 x 9.38 inches, with a total area of 7.68 x 9.06 inches. The panel shall not exceed a total thickness of 1.045 inches. The panel shall not exceed 9 lbs. in weight. The panel shall have an industry ?high shock tolerance, be water resistant, and work in temperatures that range from 0-38 degrees Celsius. The housing material shall be made of aluminum. The unit should use a Lithium ion ?smart? battery (6,600 mAh, 11.1 VDC) the battery pack shall provide between 2-3 hours of use when fully charged. The panel shall have a pixel pitch of 127 um (square), limiting resolution 3.94 lp/mm, energy range of 40-150kVp, fill factor 57%, a dynamic range of >1,000:1, a spectral range Response 400-700 nm (550nm peak). Signal capacity should be greater than or equal to 5,000,000 electrons per pixel. The scan method should be progressive; the AD conversion should be 12-bits, with a frame rate of 1fps. The controller data output should utilize a Flash card type 1, with 128 Mbyte/512 Mbyte capacity Image write time should not exceed one minute. The interface cables shall be compatible with Golden Engineering x-ray machines: mini 150/new 200/and XRS-3 models. The system shall not require the use of a separate independent laptop computer. A standard commercial warranty or better is requested. FOB-Destination Quantico, Virginia 22135. The government intends to award a firm-fixed price contract. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation will be most advantageous to the government, price, technical and past performance factors considered. Technical and past performance, when combined, are significantly more important than price. Quotations may be opened at an off-site facility for security/safety reasons and will be resealed and forwarded to the appropriate person. As a result of this, delays may occur in the receipt of your quotation. It is highly recommended to fax your quotation in additional to mailing. The Department of Justice, Federal Bureau of Investigation will no longer permit the use of Non-U.S. citizens in the performance of this contract or commitment for any position that involves access to or development of any FBI IT system. By signing the contract or commitment document, the contractor agrees to this restriction with respect to all new employees utilized directly to perform duties on the contract. Non-U.S. citizens currently employed under this contract or commitment may continue performance unless otherwise directed by the Department of Justice. No new, replacement, or additional Non-U.S. citizens may be added to the contract without the express approval of the Department of Justice.
