Description
The Regional Procurement Support Office-Frankfurt, intends to issue a solicitation for the construction of a cafeteria/health unit and a separate recreation facility on the U.S. Embassy compound in Kabul, Afghanistan. The project will be designed to comply with the IBC 2000 and US Government accessibility guidelines. Design/Construction costs are estimated to range between $3,500,000 and $4,500,000. Cafeteria/Health Unit - The project will be design-build. The project includes a new approximate 7,000 gross square meter (gsm) facility to include a cafeteria on the 1st floor and a health unit on the 2nd floor. HVAC and utilities will come from a central utilities plant (CUP) The CUP is not in this contract. The facility will be a reinforced concrete structure and exterior. US Government will provide an existing approximate 7,000gsm design for an Marine Security Guard Quarters (MSGQ). The MSGQ footprint, structural and exterior design may be used and site adapted to become the cafeteria/health unit. Recreation Facility - The project will be design-build. The project includes a new approximate 186 gsm recreation facility. The recreation facility will include men and ladies toilet and changing rooms. It will include exercise equipment. It will include the following exterior facilities: swimming pool, tennis court, basketball court and volleyball court. The total duration of this contract from the issuance date of the Notice to Proceed to contract completion is about 460 - 550 calendar days. Award of the contract will be to the technically acceptable, responsible offeror with the lowest evaluated price. Potential contractors shall be in possession of all required permits and licenses to perform general construction work in Afghanistan. All locally required permits and construction approvals shall be obtained by the contractor. All communication, correspondence, and documentation must be in English. Travel to Kabul is at the expense of the bidder. There is no provision for reimbursement of proposal costs. Issuance of the subject solicitation is estimated to occur in August 2004. A Pre-Proposal Conference and Site Visit is planned to be held in late August 2004; further details will be announced later.
