- Description
- In accordance with Federal Aviation Administration Acquisition Management System Sec.3.2.2.4, the purpose of this announcement is to inform GSA Schedule 70 vendors of FAA???s intent to contract with a selected source via single source procedures. The Federal Aviation Administration intends to enter into a Single Source Contract with ISI Corporation to provide specialized Engineering and Technical Services in of Flight Standards Initiatives in support of Global Positioning System operations and Required Navigation Performance (RNP) initiatives in support of the FAA???s RNP Program Office for a period one year, with options for two additional years. This work is in support of with FAA long-term implementation initiatives for other ConOps including RNP, Strategic Plan for 2004-2008, Free Flight, CFIT, International Implementations, the FAA Administrator???s Flight Plan and the Safer Skies Initiative. This work will also continue the advanced criteria planning and development necessary to ensure the continued momentum of GPS, WAAS and LAAS operational capability as these programs move toward a full operational capability from the present through and beyond the 2009 timeframe This work also addresses requirements for other Aviation Flight Standards (AFS) organizations performing tasks closely associated with AFS criteria development programs. This work of development and publication of instrument procedures criteria is fundamental and critical to the implementation of GPS/WAAS/LAAS and RNP within the airspace of the United States and in international operations. The operations for which criteria is required include all phases of flight from en-route, terminal arrivals, instrument approaches, through departures for all categories of aircraft. The process of development spans the following and is uniquely resident within ISI???s capabilities i. Development and analysis of system performance, ii. Computer modeling and simulation, iii. Flight test research, iv. Data analysis, v. Drafting criteria, vi. Coordination of criteria among and between the FAA, industry, military, and where appropriate with the international community, and vii. Editorial preparation for publication and distribution. These programs require continued development with inherent continuity of function to ensure proper implementation and rollout to the national user community with emphasis on previous and future analysis This project requires a contractor that offers strong technical qualifications to provide systems design and modeling, systems integration, network analysis, technical consulting, prototyping, document management and data access, internet development, business process re-engineering, office automation systems, configuration management and hardware and software recommendations. More detailed descriptions of the types of professional services required are provided in the attached Statement of Work.
