Description
Replacement to a complete digital/analog voice telephone system as a Private Branch Exchange with Voice over Internet Protocol (VoIP) and will be referred to as "PBX". The existing system at Kerrville shall be replaced. The work includes deinstalling the Captaris Voice Mail/Automated Attendant at San Antonio and installing at Kerrville for support at both Kerrville and San Antonio. Automatic Call Distribution (ACD), Pharmacy Refill Patient Reminder System and Fax Mail will be provided to Kerrville by the systems at San Antonio. The TMS system at San Antonio will provide support to Kerrville. Voice over Internet Protocol (VoIP) functions must be supported for both trunks and end user devices. A new Public Address System shall be provided. The necessary interfaces, to include hardware and software, to support wireless functionality shall be provided. The government will only accept an NEC telecommunication platform that meets the requirements in the statement of work. The PBX, and PA System under consideration shall be contracted on the basis of one supplier providing all items in the statement of work as a total system including warranty services. Offerors must be service-disabled veteran-owned small business firms that possess a General Services Administration (GSA) Contract, Government Wide Area Contract (GWAC), Blanket Purchase Agreement (BPA), or are an authorized agent of a GSA schedule. GWAC and BPA contracts must be worded that the Department of Veterans Affairs is authorized to order off those schedules. The proposal request package will only be available on the Web under the solicitation number VHA-069. The solicitation package will be available for download on or about July 28, 2004. Written correspondence concerning this procurement must be sent to the Contracting Officer at the Department of Veterans Affairs, 1335 East-West Highway, 3rd Floor, Silver Spring, MD 20910. The date for receipt of initial proposals is 2:00 PM EDST, August 31, 2004.
