Description
The Aviation Applied Technology Directorate (AATD), U.S. Army Research Development and Engineering Center intends to solicit technical and cost proposals on a cooperative engagement demonstration effort that forms Part 2 of the Unmanned Autonomous Co llaborative Operations (UACO) program, an Army Science and Technology Objective (STO). Multiple contracts were awarded under Part 1 of this program earlier in FY04 (Solicitation number W911W6-04-R-0003). This is open to all US contractors and not limited t o successful Part 1 contractors. The goal of Part 2 of this program is to demonstrate air-ground cooperative engagements using small, highly autonomous UAVs to enhance combat effectiveness of mounted/dismounted infantry companies. The team of unmanned veh icles, including small highly autonomous UAVs should require minimal operator effort to accomplish the mission. The cooperative engagement demonstration envisioned is of a Future Combat System (FCS) equipped Infantry Company receiving a mission to conduct a movement to contact. The unit??????s designated unmanned system user/operator develops a high-level mission plan that will deploy a team of unmanned vehicles to execute this mission, at least one of these being representative of a Class II UAV. As part of the mission, the team of unmanned vehicles will conduct reconnaissance forward of the unit, detect target(s), track them, and collaborate on the execution or hand-off of an engagement for a chosen target. The team of unmanned vehicles will assist the u nit in executing the mission with minimum human intervention. Offerors will be required to propose test vignettes depicting autonomous, collaborative capabilities in the unmanned team. The operational scenarios may be based on military operations in urban terrain (MOUT) and/or open and rolling terrain. Test vignettes may include day and night operations. Test vignettes may include weapons engagement by ground-based manned systems. The Government will arrange for the demonstration test site. The Government will provide ground-based manned vehicles, targets, weapons, ammunition and associated support at this test-site as necessary. Government will not furnish any unmanned vehicles. Contractor tasks under this effort will include development of a Statement of Work that clearly reflects the technical approach and is representative of the schedule down to the WBS, scenario and system requirements definition, preliminary and detailed system design, autonomous and collaborative behavior algorithm development, syst em hardware and software integration, test and evaluation, test plan preparation and participation in the cooperative engagement demonstration with Contractor-furnished autonomous unmanned vehicles. Efforts associated with this demonstration are expected t o achieve Technical Readiness Level (TRL) 6. A single cost-plus fixed-fee contract is anticipated. The planned period of performance for this effort is 30 months with an anticipated award date of 17 December 2004. This action is unrestricted and will not be open to partici pation by foreign firms. The North American Industry Classification System (NAICS) code applicable to this procurement is 541710. The small business size standard for number of employees is 1,000 for aircraft parts and space vehicles. All responsible so urces may submit a proposal, which if received timely, shall be considered by the agency. This program is unclassified subject to export controls.
