Description
This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government to award any contract. There is no solicitation available at this time. Requests for solicitations will receive no response. Th is sources sought synopsis is published for market research purposes only. The Technical Support Working Group (TSWG) is seeking sources capable of providing support in the development of a state and local government capability to counter Radio Controlled Improvised Explosive Devices (RCIED). Sources will be required to provide broad support in three general areas of interest; (A) Source Selection for procurement of viable commercial off the shelf RCIED equipment; (B) Development of operational requirements and technical specification documents to support state and local bomb squ ad for RCIED defeat; and (C) Full range of training and certification procedures for RCIED operations. Sources must have demonstrated and proved operational and technical knowledge and experience in the following areas: I. RCIED Specific Knowledge and Experience * Detailed and proven understanding of current global Counter Terrorist (CT) Radio Controlled Improvised Explosive Device (RCIED) countermeasures and operations * Full technical understanding of radio frequency (RF) technologies required to provide RCIED mission support in all explosive ordnance disposal (EOD) RCIED environments (i.e. urban and rural) * Demonstrated understanding of RF interoperability issues associated with EOD RCIED operations * Demonstrated ability to analyze RCIED threats and make recommendations associated with EOD RCIED operations. Define and implement solutions in support of EOD RCIED operations * Demonstrated close working knowledge of military and law-enforcement organizations and associated training methodology for RCIED operations and equipment * Demonstrated capabilities to access, validate, and document current and future worldwide RCIED technologies II. Documentation * Developed and authored RCIED operational and technical requirements to include functional specifications, which will become the basis for commercial solicitation and/or support for research and development by industry * Production of detailed technical documentation on RF system architectures to support EOD RCIED systems, to include addressing interface and impact to all currently deployed EOD systems, tools, and equipment * Demonstrated capability for making recommendations to improve existing RCIED technologies in support of EOD/RCIED operations III Training, Certification, and Operational Support * Demonstrated ability to technically advise on RCIED countermeasure configurations and deployment methods to support EOD RCIED countermeasure operations * Demonstrated capability to assess, validate, and document current and future global commercially available EOD RCIED technologies and produce detailed technical assessment reports * Documented ability to advise, develop, and document Policy and Doctrine involving RF energy tools, techniques, and procedures in support of EOD RCIED operations * Demonstrated capability to plan, sustain, and validate first responders operational capability using RF systems employed in support EOD RCIED operations * Demonstrated proficiency in current RCIED countermeasure training for military and law-enforcement personnel in basic electronics, RF phenomenology, RF protection, and RF exploitation aspects of EOD RCIED operations * Demonstrated currency in utilizing learner-centered, instructional systems development, and design modes for integrated RCIED training related products to military and civilian law-enforcement personnel for the following topical issues: o Operational Objective & Threat Definition o Training Needs Analysis o Course Design and Delivery o Course Evaluation and Management * Qualified instructional staff with proven experien ce in electronics, RF protection, and RF exploitation aspects of EOD RCIED training, operations, and research/development. * Proven ability to successfully produce operationally prepared personnel for employment in RF protection and RF exploitation facets of global EOD RCIED operations. Participating personnel must have a minimum of an active SECRET security clearance and a SECRET facility security clearance to support the development and storage of classified documents. Submission packages must be identified by: Sources Sought for Radio Controlled Improvised Explosive Devices. Submissions should include a capability statement that satisfies the above requirements of no more than six pages. Submissions shall include a s ummary of the last four years of current support in these areas including contract numbers, duration, and points of contact.
