Description
On or about 09 August 2004, this office will issue Invitation for Bids for the construction of Plattsmouth Chute Restoration Project, Missouri River, Plattsmouth, NE. Bids will be opened on or about 08 Sep 2004. This solicitation is restricted to E merging Small Business. Emerging small business means a small business concern whose size is no greater than 50 percent of the numerical size standard applicable to the North American Industry Classification System (NAICS) code assigned to a contracting op portunity. The NAICS code assigned to this solicitation is 237990 and the numerical size standard is 17 million. Only firms with annual average revenue less than 8.5 million are eligible to bid on this solicitation.Contractors interested in inspecting th e site of the proposed work should contact Patrick Honan, Area Engineer's Office, Fort Crook Area, U.S. Army Corps of Engineers, P.O. Box 13287, Bldg. 527, Offutt AFB, Omaha, Nebraska 68113, Telephone 402 293 2566. DO NOT submit requests for plans and spec ifications to the site visit personnel listed above. See Ordering below. The work will include the following: (Approx. quantities)The Plattsmouth Chute Shallow Water Habitat Restoration Project consists primarily of constructing an approximately 100-foot wide, 12,211-foot long chute, which exits and re-enters the west bank of the Missouri River. The approximate quantity of excavation required for this pilot channel and related features would be 940,000 cubic yards (770,000 for chute, 170,000 for lake opti on). The anticipated method of excavation would be by dredging with disposal of excavated material into the Missouri River. Existing Corps stone fill dikes and pile dikes would be lowered to create the inlet, channel, and outlet. The chute inlet and out let would consist of designed riprap structures to provide fixed entrance and exit locations. The project would modify the Missouri River Bank Stabilization and Navigation Project (MRBSN), constructed from 1935 to 1982, by notching channel closure dikes a nd revetment dikes downstream of the confluence of the Missouri and Platte Rivers, from approximate Missouri River mile 592.5 to 595 in Cass County, Nebraska, about 0.5 mile north and east of Plattsmouth, NE. An option to the chute-only project is to conn ect an existing 25-acre manmade lake at the site to the channel with up-gradient and down-gradient channels. The connecting channels would be excavated through an existing berm, which currently surrounds the lake. The lake bottom would also be graded to provide a low velocity meandering channel along with flat, shallow water areas. The estimated construction cost of this project is between $2,500,000 and $5,000,000.Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 365 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.The plans and specifications are available on Compact Disk (CD-ROM) and wil l be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
