- The Naval Research Laboratory (NRL) is performing "market research" to determine small business sources to provide Scientific, Engineering, Technical, and Analytical (SETA) support. The Naval Research Laboratory has a requirement for continuing SETA support from a contractor having the technical capabilities to conduct research and development in techniques for processing and communicating data that preserve critical system properties, such as security, safety, availability, and timely delivery of computational results, and improve formal methods for analyzing and developing software and hardware systems. These include the research, development, and design of high assured building blocks for trustworthy systems, cryptographic devices in high assurance systems, high assurance real-time systems, system requirements engineering, trustworthy database management systems, networks and distributed systems, communications networks over satellite and wireless connections, the management of distribution of cryptographic keys, the foundations of security, radio communications, information warfare technology, and information security capabilities. It is anticipated to be a Cost Plus Fixed Fee Term form (Level of Effort) contract and will have a base period of 12 months with (4) twelve-month option periods and the effort will consist largely of on-site support at NRL. The annual Level of Effort could be as much as 76,000 direct labor hours. All personnel must be U.S. citizens and have a Secret level security clearance; a special background investigation (SBI) level clearance will be required for performance of some tasks. This notice is being issued for the purpose of identifying those companies with appropriate expertise that might be interested in responding to a Request for Proposal (RFP) for the Scientific, Engineering, Technical, and Analytical support for High Assurance Information Systems. This notice is being issued to help determine whether the Navy should proceed with a formal request for proposals. Information provided should address: 1) demonstrated previous research experience and accomplishments on similar or closely related projects; and 2) demonstrate past experience in managing similar efforts. This announcement is a request for information and no contract will be awarded pursuant to this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued nor will the government pay for the information solicited. All information and data received in response to this Request for Information marked or designated as corporate proprietary information will be fully protected and held in strict confidence. Responding offerors shall identify your business status (small, small disadvantaged, woman owned, etc.).
