Description
The Bureau of the Public Debt (Public Debt) is assessing the market to gain information about services evaluating the structure, administration, operation and program performance of financial assistance and technical assistance programs in distressed urban and rural communities. This would include data gathering and analysis. Specifically, we are looking for a corporation or an organization with extensive, high level experience in public administration who can deliver an objective independent assessment of government programs from both a management and academic standpoint and has staff and oversight experience related to federal, state and local government grant programs and knowledge of the Community Development Financial Institutions Fund (CDFI) work. The corporation or organization must have: experience with the Office of Management and Budget?s (OMB) Program Assessment Rating Tool (PART); experience evaluating public programs using sophisticated social science research methods; experience assisting federal agencies in identifying and providing recommendations to improve operations under PART; and experience developing reliable and verifiable performance measures relating to the impact and outcomes related to a major federal program. No additional information is available at this time. In your response, please reference RFI-CFTA-1. At this time, Public Debt is requesting responses that will demonstrate the vendor?s ability to meet the specified features and references (agency name, point of contact, and phone number) only. Please note that this information is being requested for information and planning purposes only. The Government does not intend to award a contract or otherwise pay for the information requested. Public Debt will assess the ability of the market to meet the needs as stated above based on the information received. Dependent upon the results of this market survey, Public Debt may subsequently issue a solicitation to acquire the appropriate service(s). Any such solicitation would be based on a strictly functional statement of requirements in order to maximize competition.
