- THIS SOLICITATION HAS NOW BEEN CHANGED TO A "SOURCES SOUGHT" REQUEST. DO NOT SUBMIT OFFERS. INFORMATION IS REQUESTED ON ABILITY TO PERFORM THIS TYPE OF REQUIREMENT. PLEASE INDICATE SIZE OF BUSINESS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, number FSA-R-32-04DC is issued as a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This is not a small business set-aside. The Government intends to award a Firm-Fixed Price Contract. The Contract will be for the remainder of this Fiscal year, single Base Year (Fiscal Year 2005), with the possibility of 2 one-year Option Periods. Description:. Through this solicitation, the Agency is seeking to procure and implement a Commercial Off-The-Shelf internet service that will satisfy requirements for a Web-based, peanut sales and marketing system, and provide the capabilities for the Agency to meet or exceed industry standards with respect to marketing and sales of Commodity Credit Corporation owned peanuts. The USDA/Farm Service Agency-Commodity Credit Corporation (CCC) has a requirement for a contractor to perform online marketing service of peanuts. The online marketing service would supplement the current CCC sales methods of cataloging, issuing public invitations, and providing sales lists for peanuts. Online marketing services will offer customers the opportunity to negotiate commodity prices, complete sales transactions and, in some cases, complete transfer of title in an electronic format. The scope of work: The online marketing service would provide: online access to CCC personnel normally engaged in the merchandizing of peanuts; help desk assistance to the users; inventory sales data in an electronic format; and summary data on actual sales activities. A two step process of evaluation shall be used to determine award of this contract. (1) A technical evaluation of the contractors proposal (2) Past performance (3) Live demonstration (4) Price. A DETAILED STATEMENT OF WORK WILL BE FURNISHED UPON REQUEST TO INTERESTED VENDORS. CONTACT INFORMATION IS LISTED BELOW. The offeror(s) determined to be in the competitive range shall be required to conduct an on-site live test demonstration. Determining factors shall be the ability of the vendors to perform all work requirements set forth in the Statement of Work (SOW). The USDA intends to award a 1 year contract with options for two additional years. If it is determined that certain functions require customization to meet Government requirements, the vendor shall specifically identify those processes that require change, and specify the time and cost (in terms of labor categories and labor hours) for each change separately. The Government reserves the right to exclude any specific requirement, or group of requirements that requires customization if it is determined that sufficient funds are not available to support that effort. Any contract modification will be dependent on funds availability. The provisions at 52.212-1, Instructions to Offerors - Commercial apply to this acquisition. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications ?V Commercial Items must be included with all offers. The Contract will be for the remainder of FY 2004, and a single Base Year (Fiscal Year 2005), with the possibility of 2 one-year Option Periods. Award shall be made to the offeror whose quote offers the best value to the Government with price, past performance, and technical capability being considered.
