Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the University of Maryland, College Park, MD, under the authority of FAR 13.106-1(b) Soliciting From a Single Source, to develop atom-based linewidth standards to assist in the calibration of linewidth metrology tools and the development of unique interferometry capabilities. This is a sole source requirement as the University has already provided guidance and essential support in the development of surface preparation methods and scanning tunneling microscope operation of silicon atomic-crystal lattice counting methods, the precursor to developing atom-based linewidth standards; furthermore, the University has contributed extensively to the automated sample preparation and ultra-high vacuum measurement of the crystal lattices and significantly contributed technically in developing NIST?s diode laser interferometry system. A fixed price purchase order will be issued on or about Aug. 6, 2004 with a 1-year performance period. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. See Note 26
