Description

DESC: The U.S. Department of Commerce, Bureau of Economic Analysis (BEA) intends to negotiate on a sole source basis with National Association of Insurance Commissioners (NAIC), Kansas City, Missouri for a Data License Agreement. The data residing in the NAIC Health, Property-Casualty, and Life Insurance Database more closely approximate the data needed to produce estimates on the product side of the National Income and Product Accounts (NIPAs) than any other known data set. This includes the data description of expenses of fraternal life insurance and health insurance premiums and benefits for fraternal life, health, property-casualty, and life insurers. These data will be used to improve estimates of categories of the Personal Consumption Expenditures (PCE) component of the NIPAs (including Gross Domestic Product). Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. This synopsis is for informational purposes only. See Notes 22 and 26. The contracting activity is the U.S. Department of Commerce, National Oceanic and Atmospheric Administration, Office of Finance and Administration, Acquisition Management Division, OFA/Office of External Customers Division. The award will be made under Simplified Acquisition Procedures in accordance with FAR Part 13.
