Description
The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) intends to negotiate on a sole source basis with JS&A Environmental Services, Chevy Chase, Maryland for the organization and facilitation of eleven public meetings in support of the northeast and southeast implementation teams national ship strike initiatives. JS&A Environmental Services has provided environmental consulting services to the NMFS since May 1996 to develop and implement a strategy to address the incidence of ship strikes of the endangered northern right whales off the coast of Massachusetts; develop management options to protect right whales from ships; and co-chair a ship strike committee. JS&A has a unique understanding of the plight of the right whale, the concerns of the shipping industry and the domestic and international regulation of the shipping industry. The statutory authority for this action is 41 U.S.C.253(c)(3), Industrial Mobilization; or Engineering, Developmental, or Research Capability; or Expert Services. This action is anticipated to be at or below the simplified acquisition threshold of $100,000. Interested parties may submit capability statments to the Eastern Administrative Support Center, 200 Granby Street, Norfolk, VA 23510.
