Description
It is the intent of the National Library of Medicine (NLM) to acquire professional services on a sole source basis under authority of FAR 6.302 from Dr. Bailus Walker, Virginia, to provide guidance to NLM in the development of the Environmental Health Information Outreach Program (EnHIOP) projects and plans. The period of performance is one (1) year with four (4) successive one-year option periods. NLM?s EnHIOP program is the successor program to the Toxicology Information Outreach Project (TIOP). The objective of the TIOP program was to strengthen the capacity of Historically Black Colleges and Universities (HBCUs) to train health professionals to use NLM?s Toxicology and Environmental Health Information Program database. In the ten years since, TIOP?s inception, nearly 80 minority institutions have received training under the program. The EnHIOP program strengthens and broadens the scope of the TIOP program by expanding the objective beyond toxicology and environmental health to include health disparities, consumer health and community health outreach activities. In addition, it will expand the core of participating institutions to include other minority-serving educational institutions with health-related programs. Dr. Walker will serve as the Senior Science Advisor on the EnHIOP Executive Committee. Specifically, Dr. Walker shall: 1) provide guidance to NLM in the development of EnHIOP projects and plans; 2) attend EnHIOP Executive Committee meetings and panel meetings; 3) meet, as needed, with the EnHIOP Executive Secretary and NLM staff; 4) coordinate up to two seminars focused on state-of-the-art developments associated with minority health (e.g., gene-environment interaction); and 5) represent NLM, as requested, at minority health-related conferences and meetings. Dr. Walker is uniquely qualified to serve as the Senior Science Advisor for NLM?s EnHIOP program. He served as the Chair of the TIOP program from its inception to 2002. He is an expert in public health, environmental health and occupational health. He has served on many expert panels and review groups including several sponsored by the Department of Health and Human Services, the National Medical Association, and the District of Columbia. This service will be solicited using FAR Part 13 (Simplified Acquisitions). This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all interested parties may submit a capabilities statement which will be considered by the NLM. The capabilities statement should demonstrate that the interested party is able to provide the professional technical services as specified above. All capabilities statements received in response to this notice will be evaluated based on the following evaluation criteria: 1) Expertise in public health, toxicology, environmental health or other related sciences. Expertise is developed through employment or education such as advanced degrees in one of the subjects, serving in the public health workforce, university faculty member, etc. (40%) 2) Experience in working with Historically Black Colleges and Universities (HBCUs), organizations of HBCUs, and other minority serving educational institutions. Experience developed through working at such an institution, serving on boards of such institutions, working with or on boards of organizations of such institutions (e.g., Association of Minority Health Professions Schools), working in community outreach with such an academic institution. (40%) 3) Experience with the role of the National Library of Medicine and electronic environmental health information resources and services in improving the public?s health. The consultant should have experience with the use of electronic health information resources in the areas of environmental health, toxicology, chemistry, or other health sciences.
