- Additional Site Visit: 4 August 2004, 9:00 A.M. Arrive at Visitors' Center NLT 8:00 A.M. to process for Base Passes. The 11th Contracting Squadron has a requirement to Repair Fire Protection System and Fire Detection System, complete, including all water main services, interior and exterior wall and finish replacement work (associated with both the Fire Alarm and Sprinkler work), fiber optic communications work, and all repair and concrete replacement work for Facilities 18, 361, 1304, 4439, and 4472. The Fire Alarm System components include: Fire Alarm Control Panel Network Input/Output Nodes (FACP NION) that will interface with the existing Work stations (Notifier UniNet 2000). The solicitation requirements will include a Brand Name description that specifies a particular product peculiar to one manufacturer for the fire alarm system components. This FACP NION shall be manufactured and programmed by Notifier Incorporated. The contractor shall provide (furnish and install) the uniquely designed NION devices to interface with existing UniNet 2000 software for Bolling AFB, Naval District Washington (NDW) and Washington Navy yard fire alarm monitoring workstations. Notifier shall also ensure software that integrates existing Intergraph Workstations with the UniNet 2000 system located at both: (1) NDW?s Building 5, and (2) Washington D.C. Navy Yard?s Facility 200. The Notifier system supplied shall comprise the Notifier network devices (modems, network cards, routers), NION, and the Notifier Uni-Net 2000 Workstation. In accordance with FAR Part 36.204, the magnitude of this requirement on terms of physical characteristics and estimated range is between $1,000,000 and $5,000,000. The North American Industry Classification System code is 238290 with the size standard being $12.0 million. The period of performance for this requirement will be 217 calendar days after receipt of Notice to Proceed. This is a competitive best-value solicitation in which competing offeror's past and present performance history and technical capability are more important than price. This procurement is UNRESTRICTED. The entire solicitation and specifications will be issued solely on the Electronic Posting System (EPS) at the following address beginning on or after 22 APR 04 www.eps.gov.
