Description
The Bureau of Land Management (BLM) has a requirement for an estimated 32,000 doses of West Nile Virus vaccine for each of the next two years. The contract will provide West Nile virus vaccine to be administered by injection to all wild horses and burros that are removed. The vaccine will stimulate a protective immune response in naive horses and burros for at least one year with no more than two injections of the vaccine. The vaccine will either need to be preloaded in syringes or need to be prepared for injection without mixing or other labor intensive or special handling requirements. The vaccine will need to be administered safely, quickly and easily to the wild horses and burros, in a variety of field situations and in combination with other equine vaccines. The vaccine will need to remain effective for at least 72 hours after being prepared for injection. The vaccine needs to be able to be administered in all types of weather, rain, snow, cold, heat, and sunlight without any adverse effects on safety or efficacy. The vaccine will be available in multi-dose vials or preloaded into syringes. There must be evidence that the vaccine is safe for use in a broad age range of horses and burros (or in foals greater than 4 months of age), with minimal side effects. There must be evidence that the vaccine is safe for use in pregnant horses and burros with minimal adverse effects on the mare or fetus. The period of performance will begin on or about September 30, 2004 and continue for one calendar year, with an option to extend for another calendar year. This solicitation will be available on or about August 2, 2004. Potential offerors may obtain a copy of the solicitation at http://www.fedbizopps.gov or http://ideasec.nbc.gov. No hard copies of the solicitation will be provided. Contractors must be registered at http://www.ccr.gov to be considered eligible for award. Facsimile proposals will not be accepted.
