- SOLICITATION NO: GSWR040125 - REQUEST FOR QUOTATION DATE: 26 July 2004 CLOSING DATE: 06 August 2004 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24, dated 19 July 2004. This is an unrestricted acquisition. The U.S. Geological Survey has identified a need to procure a ground-based, tripod mounted Light Detection and Ranging (LIDAR) system and associated software. Interested concerns are invited to submit quotations (FOB Destination to Sacramento, CA) for the following Contract Line Items (CLINs): CLIN Quantity Description 0001 1 ILRIS-3D Laser Scanning, Imaging, and Data Collection System, configured as follows: 1 Palm m515 or higher with hotsync cradle/cable for local control and setup of scanning parameters 4 Hytron 120 Digital Logic Series Battery: 14.4 Volt 120 WHr ruggedized bettery, providing 3 hours of continuous operation 1 Quad battery holder (accepts up to four batteries for hot swap capability) 1 Dual battery charger: allows for simultaneous charging of 2x Hytron batteries in approx. 2-3 hours. LCD digital display. 1 System carrying case: Field ruggedized, including wheels and storage for all field components. 1 Multiple scan windows option: Allows the user to define multiple scan windows with individual user defined locations and resolutions collected, in a single scanning operation. 1 I3DNet Ethernet TCP/IP Control: Provides completely remote operation of a mounted ILRIS-3D scanner, communication via standard TCP/IP protocols in a LAN configuration. 1 I3DNet Wireless Interface Operation: Allows control of the ILRIS-3D scanner from a remote PC compatible computer via a wireless interface according to the IEEE 802.11b protocol. 0002 1 Solar battery and charger array 0003 1 Polyworks Inspector/Modeler software package 0004 1 TexCapture texture mapping and photo draping software package For items 0001-0004 above, the description "brand name or equal" applies. Offerors proposing to furnish an "equal" product, in accordance with the "Brand Name or Equal" provision of this solicitation, shall include the following description for the product with their quotations. Product Name: Manufacturer's Name: Address: Product make, model, or catalog description: Offerors shall also be responsible for submitting all additional information on the above product necessary for the Government to determine whether the product offered meets the salient characteristics of the "brand name" as listed in the solicitation. The salient characteristics of the ILRIS-3D system are as follows: 1) Laser wavelength of 1550 nm 2) Range to natural targets (80% reflective) of 1500 meters 3) Range to natural targets (20% reflective) of 800 meters 4) Range to natural targets (10% reflective) of 650 meters 5) Range to natural targets (4% reflective) of 350 meters 6) Angular resolution of 26 microradians The Polyworks Inspector/Modeler software package is the recommended software package to obtain basic functionality from the ILRIS-3D system. Offerors proposing an equivalent scanner system are free to propose an equivalent basic software package that offers the same level of functionality. The TexCapture software is capable of overlaying texture information from photographs (direct digital or scanned film) directly onto polygonal models, generating an accurate photorealistic 3D model from the ILRIS-3D. Offerors proposing equivalent solutions must demonstrate this capability. METHOD OF EVALUATION Prospective contractors are advised that quotations will be evaluated on a lowest priced/technically acceptable (LTPA) basis. Prospective contractors are invited to propose other than new items, if desired. The Government will not consider these submissions on an LPTA basis equally with quotations for new items. If a quotation for an other than new item is received, the Government will proceed as follows: 1) Identify, on an LPTA basis, the otherwise successful quotation including only new items 2) Identify any technically acceptable quotations containing other than new items 3) Compare, on a best value basis, the technically acceptable quotations containing other than new items to determine which is the best value to the Government. This comparison will consider age and usage of the equipment, warranty terms, total price, etc. 4) Identify the most advantageous quotation containing other than new items 5) Compare the otherwise successful quotation containing only new items to the most advantageous quotation containing other than new items through risk and value analysis. The salient comparison will be this: Is the price savings for procuring other than new items worth the extra risk to the Government? If the answer is determined to be "no", award will be made to the otherwise successful quotation containing only new items; if "yes", award will be made to the most advantageous quotation containing other than new items. Please note that the Government cannot accept quotations including other than new software products, for security reasons. Prospective contractors are also advised that this solicitation is issued subject to the availability of funds. The Government reserves the right to award a purchase order for all, part, or none of this requirement, depending on the availability of funds and the price of the successful quotation. In no event will the Government award multiple purchase orders to multiple contractors. Quotations are due by close of business, Friday 06 August 2004, to the contracting office in Sacramento, CA identified above. Quotations received after this time and date will not be considered. Quotations are preferred by electronic means (email and fax), but are accepted by mail. Oral quotations will not be accepted. Prospective contractors are advised that the following provisions are applicable to this solicitation document.
