Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to enter into negotiations for a firm fixed price contract on an other than full and open competition basis with Setaram, Inc., 130 Gaither Drive, Suite 116, Mount Laurel, NJ 08054-1715 for a CALVET DSC111 Analyzer system. The CALVET DSC111 Analyzer (part # S60/115057) will include: 1) calorimetric block (temperature range from ambient to 830 deg. C & temperature scanning rate ranging from 0.01 to 30 deg. C/min); 2) CALVET type calorimetric sensor (for horizontal use only) with 0.4 mW resolution; 3) cooling water circuit; 4) sub ambient cooling circuit (supplied with liquid nitrogen); 5) purge fitting; 6) crucible set; 7) crimping press with accessories; 8) electronic controller; 9) SETSOFT 2000 software; 10) user?s manual on CD-ROM; 11) support for vertical operation with gas connections, suspensions and crucibles (part # S60/27554). The CALVET DSC111 Analyzer system will also include a TG extension that includes microbalance B111 (resolution 0.03 mg, measuring range, +/- 200mg), TG Signal Acquisition Board, suspensions and crucibles set, SAV/01 installation and training. The computer system includes a 17? flat screen, printer, windows XP or 2000, 2GHz Pentium IV, 40 Gb HDD, 48x CD-ROM with CDRW capability, 256 Mb RAM, 3.5? 1.44Mb floppy drive, mouse, keyboard, Ethernet connectivity, and at least two USB ports. The CALVET DSC111 from Setaram Inc. was selected because they are the only company that uses the CALVET sensor cell design to produce a measurement efficiency ratio of 90% or better. The acquisition of the CALVET DSC111 will include on-site installation and training. Delivery of the items is FOB destination to the Naval Air Warfare Center Weapons Division China L ake, CA within 90 days after receipt of order. Award will be issued under the authority of the test program for commercial items (FAR 13.5). This requirement is limited to the Setaram Inc. because the CALVET DSC111 is the only analyzer that can measure efficiency ratios of at least 90% in order to properly assess energetic material?s ?shelf-life? and aging trends when aged for long periods of time, as required by the government. Any firms believing they can provide an analyzer system that can measure efficiency ratios of at least 90% may submit a written response to be received at the Contracting Office no later than ten days after this notification is published. Responses shall provide documentation to include brochures and/or literature that clearly shows they can meet the requirements stated in the synopsis.
