Description
The Food and Drug Administration intends to issue a purchase order to Lincoln Technologies, Inc, of Wellesley, MA on a sole source basis for the following service: The purpose of this project is to provide software and technical support to the FDA Principal Investigator to facilitate research based on the application and evaluation of statistical data mining to Longitudinal Medical Records and Clinical Trials data as follows: A. Service and task to be supplied - The Contractor will furnish the following categories of consulting services: Software/Service Category : 1. Software ? ?WebVDME?. 2. Develop, deliver, and provide training for a software environment to support Systematic Statistical Data Mining of Longitudinal Medical Records and Clinical Trial Data using regression-based models. 3. Assist the FDA Principal Investigator in the systematic conversion of Longitudinal Medical Records and Clinical Trial Data to the formats required for data mining and the loading of the converted data into the data mining software environment . 4. Support the FDA Principal Investigator in the application of statistical data mining techniques to data from up to two large Longitudinal Medical Record Systems, and up to two Clinical Trials. 5. Enhance the data mining software to analyze Longitudinal Medical Records and Clinical Trial data as required to facilitate use at FDA. This service will assist the FDA in an important challenge of the detection of signals of possible safety problems in data from Longitudinal Medical Records and Clinical Trial. No Request for Quote (RFQ) is available. Not withstanding, any firm who believes it is capable of meeting FDA?s requirement as stated herein may submit a capability statement, which if received within the 15 calendar days of the date of the announcement will be considered. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. All responses or questions regarding this posting must be in writing and can be sent via email to Ida Cofield@oc.FDA.gov. No phone calls will be accepted. This award is being issued on a sole source basis because Lincoln has an established reputation as a center of expertise in the development and application of statistical data mining to problems of drug safety. The software is proprietary to the contractor with no resellers.
