Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Substance Abuse Treatment, (CSAT), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to SPL Integrated Solutions, 9180 Rumsey Road, D-4, Columbia, MD 21045. The anticipated date of award is August 19, 2004. The Contractor shall perform the following tasks: -Audio Visual Presentation Support Equipment troubleshooting & trouble resolution Technology/application implementation, testing, and operation Control Room operations -Videoconferencing Support Equipment troubleshooting & trouble resolution Technology/application implementation, testing, and operation Special event/meeting support One (1) person will be provided to perform the Services as prioritized by Client sponsors specified in Schedule A Staffing. The personnel assigned shall have the training, skills and knowledge necessary to perform the Services. Client and provider will each assign Project Managers to facilitate effective project management controls for the duration of this agreement. Each Project Manager may designate one or more individuals who are authorized to act on his/her behalf. The Client Project Manager will be the provider?s point of contact for all technical, business, and contractual issues regarding the prime contract and subcontract. The Project Management will be performed jointly by the Client Account Manager, Supervisor, and the on-site Operations Manager. They will be Client?s point of contact for all issues with respect to the performance and availability of personnel, resources, and services provided as set forth in this SOW. Provider will design, develop and maintain detailed reporting to provide number of straight and overtime hours, identifying types of services (provider employees, freelancers, etc.) as necessary to meet Client requirements. Provider shall provide Client the following reports on a monthly basis: Provider and Client will jointly participate in periodic meetings. Meetings will be held at Client facilities (or via teleconferencing) unless directed elsewhere by the Client Project Manager. Attendance by provider personnel during Client reviews will be arranged, as required, to address specific topics related to provided services. Client will provide, at no cost to provider, adequate office space, furniture, computer hardware, telecom services, and communications tools as required to deliver the services specified in this SOW. Client may direct the provider to procure mobile communications devices (e.g., pager, mobile phones, radio, etc.). The cost for these communications devices/services will be billed back to the Client at cost. Provider (and its subcontractors) personnel will possess the technical skills specific to the area of assigned service and be proficient to the degree needed to independently complete all assigned tasks. Provider agrees to provide full-time staff as specified in Schedule A (Staffing and Pricing). Full-time staff shall be defined as staff dedicated to Client that work an average of 2,080 hours per year, less holidays, vacations, and authorized absences. Upon receiving authorization from Client the on site operations manager will arrange for replacement resources to provide coverage in the event of full-time staff absences. Provider will provide quarterly PM on all integrated systems in Client meeting rooms. The quarterly preventative maintenance will include, but are not limited to the following: System functionality check, Component functionality check, Audio, video, control, and power levels measurement and adjustment to baseline, Cleaning and resetting of all system components Check of all terminations and connections, Issuance of a report describing repairs, replacements or upgrades required, Coordinate repair of broken equipment and/or installation of replacement equipment. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
