Description
This amendment to Solicitation S-LMAQM04R0056 hereby clarifies the following: On Page 25 of the solicitation, under A.5 Pre-Production/Qualifying Lots: Please delete the sentence: "Offerors are requested to submit testing cost as a separate line item from the ammunition line items". The offeror shall pay for testing of ammunition up front; once contract/s is/are awarded, the Department of State will pay for random testing after award/s. Also, on Page 27 of the solicitation, under A.13 Test and Inspection Responsibility - should read: All pre-production/Qualifying lot manufacturing, shipment and testing will be at the expense of offerors desiring to submit bids. Initial testing of pre-production and production lots for compliance with this specification will be supervised by the U.S. Department of State. Retesting of rejected lots of ammunition (after contract award/s) will be at the expense of the Department of State. Testing laboratory will provide testing results as applicable. This announcement is open to all business sizes. The U.S. Department of State (DOS) intends to negotiate and award a firm fixed price, indefinite quantity type of contract (commercial items) for 21 line items of ammunition (brand name or equal). The first five line items require testing at H. P. White Laboratories (at offeror?s expense); the remaining line items do not require testing. The solicitation (S-LMAQM-04-R-0056) will be available electronically on the FedBizOpps website by April 30, 2004. All questions regarding this solicitation must be received (in writing only, please ? not by phone) no later than 20 calendar days after issuance of this solicitation to receive a timely response. Telephonic requests for solicitation will not be accepted. Proposals will be due approximately 45 days after issuance of solicitation. Complete proposal instructions are listed in the solicitation. The NAICS for this award is 332992. The government intends to acquire commercial items using FAR Part 12. Award will be made based on testing results, pricing and past performance. Award will be made to the bidder whose offer conforms to the solicitation and is the most advantageous to the Government. All questions pertaining to this solicitation must be in writing to Patsy Patten and must be submitted by email to PattenPJ@state.gov. The solicitation will be issued via the Internet on www.fedbizopps.gov. No hard copies will be issued. It is the offeror?s responsibility to monitor the Internet site for the release of the solicitation and amendments. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments. Proposals must be received no later than 4:00 P.M.
