Description
The Office of the Secretary of Transportation (OST), Office of the Chief Information Officer is seeking sources able to provide independent contractor consultant services to support activities related to the US Department of Transportation?s (DOT) new headquarters building. DOT is seeking independent consultant support services for telecommunications and network infrastructure design and design review activities. The DOT is in the process of planning relocation from its current headquarters in Washington, DC, at 400 Seventh Street, SW, to a new facility located at the Southeast Federal Center. The new facility will have two connected towers supporting approximately 20,000 voice ports and approximately 15,000 data ports servicing and estimated 5,600 occupants. As a part of its planning and design efforts, DOT requires experienced telecommunications and network infrastructure design and design review expertise to supplement its current staff capabilities. The work performed will be primarily within the Washington DC metropolitan area, but may be performed at other locations within the United States. Work will be performed primarily at the Contractor?s site, although site visits to the Government?s location for information and meetings will be necessary. The qualified, independent consulting firm will research and prepare a strategic and tactical IT telecommunications and network alternatives and plans, including but not limited to design configurations, cost estimates, and implementation management test and evaluation plans. The effort is composed of several independent phases, performed sequentially and/or in parallel, that evolve into cohesive, integrated IT telecommunications and network design and tactical solution consistent with the DOT?s new headquarters building IT infrastructure and operational environmental requirements. Phases may consist of semi-independent sub parts, depending up on an acceptable approach. The consultant would be responsible for all aspects of developing, documenting, reviewing, evaluating, and presenting Phase I consistent with its requirements. The consultant would work with Government and other contractor personnel to accomplish Phase I tasks. The consultant would coordinate all activities with the Government?s point of contact for the applicable work. Each Phase will typically include discovery, requirements development, cost estimates, alternatives and analysis, plan preparation, briefings and documentation. The results of each Phase, or major sub-part if applicable, will be reviewed by the Government for approval and incorporation into its new headquarters building IT infrastructure and operational environment. Phase I, Integration Strategy, involves development and presentation of a strategic approach and tactical alternatives to completing the remaining Phases. Based on the Government?s review and acceptance of Phase I, the Government may or may not exercise an option to execute other Phases. It should also be noted that the specific requirements and deliverables associated with Phase II, Telecommunications Technology Alternatives, Phase III, Network Infrastructure Configuration Alternatives, and Phase IV, Interfaces and Components, may change to some extent based on the outcome of Phase I work. The Government may add, delete, modify, amend or otherwise adjust Phases II through IV requirements, deliverables and/or tasking to meet its evolving needs. Only small business sources interested in this requirement should send relevant background information establishing technical ability and a description of their independence as a consultant, work performed as such, and methods to assure such independence and any commercial literature such as description of the services offered, and any other necessary information that demonstrates the above requirements can be met. Information should be submitted (two copies are requested) by 4:00 PM EST, August 3, 2004, to the Department of Transportation, OST Acquisition Services, 400 7th Street, SW, Room 5106, Washington, DC 20590, to the attention of Deborah Rincon. Sources are cautioned that only uniformed carriers (US Postal Service, FedEx, DHL, UPS, etc) are allowed access to the building. DOT will NOT accept email submissions and employees of DOT will NOT be responsible for retrieving submissions at the door. Sources must indicate whether they are 8a, HUBZONE certified, or a Service-Disabled Veteran Owned small business under NAICS 54151. The Government does not intend to pay for information furnished in response hereto.
