- The Department of Veterans Affairs intends to issue a solicitation for ?Outreach Mailing Contract for Montgomery Bill (MGIB) ? Active Duty Service Members?. This procurement is set aside for Service Disabled Veteran Owned Business (SDVOB) only. The North American Industry Classification System (NAICS) code for this solicitation is 561110. The VA plans to prepare a catch?up mailing list equivalent to a quarterly mailing. This mailing list will consist of those persons meeting the specified requirements. The contractor shall have two weeks after receipt of the address data files to prepare the addresses (to include LCP sorting and NCOA verification of addresses), prepare the individual mail pieces, and conduct the mail-out to the individuals identified in VA?s data files. The contractor will supply the necessary quantity of envelops (#10, no window) and imprint the envelopes with the return address franking and addressee information (one color imprint). Letters will need to be folded. One letter and one brochure are to be inserted in each envelope. The contractor shall process re-mails for postal non-deliverables (PNDs) on a bi-weekly basis until two additional mail attempts are completed. The contractor shall access address verification sources and/or NCOA for PND pieces. The contractor shall provide confirmation of the mail-outs to the VBA beginning four weeks after receipt of address data files and bi-weekly thereafter until the re-mailings are completed. The return mail rate of PNDs should be reported for the initial mail-out and the two subsequent re-mailings. The VA will provide a mailing list on a quarterly basis of those persons meeting time-in-service requirements (one mailing for 12 months of service and one mailing for 24 months of service) during the specified target three-month period.
