- Description
- Modification for the Requirement for Non-Personal Services to provide testing, identification of hazardous chemicals and other environmental contaminants for a potential BPA. This modification is to extend the date to 2 August 2004 for Sources Sought. This is not a synopsis nor a solicitation. Therefore, since it is a Sources Sought ONLY there is no solicitation number reflected and FA4861-04-Q-A020 is hereby deleted. Contractors that are interested are to contact the below mentioned individuals and provide their Business Size and DUNS number to this office. The following requirements still are in effect. Services to be Furnished: Non-personal services to provide testing, identification of hazardous chemicals, and other environmental contaminants in accordance with the terms and conditions of this BPA. a. The contractor shall have an approved quality control program for all test methods required by this agreement. Test methods shall comply with Environmental Protection Agency (EPA) standards. b. Provide as required: a waste chemical analysis to include, but not limited to, 1-1-1 trichloroethane, standard solvent, corrosion preventive preservatives, waste petroleum residues, battery acids, sandblast residues, paint residues, waste water, ground water, soil samples, and polychlorinated biphenyl?s (PCBs). c. Results of all analysis will be completed and provided to the requester within five working days of sample arrival at the laboratory, except where noted on the price list. Analysis requiring less than standard turnaround will be identified when the call is placed. Additional charges for rush analysis are identified on the price list. d. The laboratory will provide sample containers and preservatives to the requester. Nellis AFB personnel will perform sample collection. Pickup and delivery of samples by the contractor will be requested when calls are placed. Any charges for this service will be identified in the price list. e. Chemical analysis test methods will be performed in accordance with EPA approved methods or equivalent methods. Other analysis test methods must be approved by the requester. Any disagreement over type of testing will be resolved by the Contracting Officer. f. Laboratory reports will include batch quality control data as required by approved methods. At a minimum, all reports will include blank and spike recovery data. g. The laboratory must ensure that adequate measures are taken to provide data that meets method required detection limits. If detection limits cannot be met due to sample matrix interference, the requester must be contacted to determine additional sample clean-up and if reanalysis is required. h. Semi-solids and solids will be analyzed on a dry weight basis. i. The contractor may subcontract analysis. However, the contractor is responsible for ensuring that the subcontractor?s analysis is performed in accordance with required testing. Any disagreements concerning quality of testing will be resolved by the Contracting Officer.
