Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number F70SCV41181400 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001- 24, 19 July 2004 and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20040625. This acquisition is a 100% set-aside for small business. The North American Industry Classification System code is 515120 with a small business size standard of $12,500,000.00 annually. The Government intends to issue a Firm-Fixed Price contract for a Base Period - (1 September 2004 - 31 August 2005) and two (2) one-year options. Line Item 0001: Purchase a commercial TV satellite dish, six (6) integrated receiver decoders (IRDs), and six (6) channels of commercial TV (CTV) programming. The service provider will provided the CTV programming to the satellite dish to a single point of entry, building 1405A, to include equipment installation and support necessary to provide continuous service, 24 hours a day, seven days a week. The Government will then redistribute these six channels of CTV via multicast streaming media technology on the base's computer network to 8,000 clients (subscribers). The contractor shall provide the means for the Government to simultaneously view and redistribute each channel of content (each signal will be demodulated or decoded via 6 commercial IRDs). The contractor will provide a 1-year equipment warranty, on-call technical telephone assistance, and overnight equipment replacement. The Government will be responsible for maintaining the base computer infrastructure that will carry the requested CTV programming. The contractor shall provide six channels of CTV via satellite dish to a single location. The following CTV channels are required: 1. CNN, 2. MSNBC, 3. Fox News, 4. The Weather Channel (TWC), 5. CNBC, and 6. The BBC or History Channel. The contractor shall provide a dedicated composite analog National Television System Committee (NTSC) signal for each channel of content. The contractor will provide an integrated receiver decoder (IRD) for each channel of CTV (a total of 6 IRDs). The Government will integrate the analog output (video with audio) of each IRD into the base computer network. The contractor shall provide a CTV signal compliant with NTSC standards at six decibels or higher. The contractor shall provide a continuous CTV signal, 24 hours per day, seven days per week. In the event of signal loss or degradation, the contractor shall provide telephone assistance to repair the problem during normal business hours (0800 - 1700 CST). If the problem cannot be resolved telephonically, the contractor shall send a technician to repair the problem within 24 hours, or overnight a replacement part. The contractor shall provide a rebate to the Government when interruption of service occurs for more than 12 hours in any 24-hour period. Video and audio quality must comply with NTSC standards for CTV. The output of each IRD will be a composite video, analog signal with stereo audio. The Government will provide all infrastructure, other equipment, and support for redistributing the six channels of CTV on the base computer network. Line Item 1001: Provide subscription service for the six channels of CTV as listed in Line Item 0001, during option year one (1 September 2005 - 31 August 2006) and Line Item 2001: Provide subscription service for the six channels of CTV as listed in Line Item 0001, during option year two (1 September 2006 - 31 August 2007). QUOTATION PREPARATION INSTRUCTIONS: To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The response shall consist of two sections: (1) price and (2) past performance. Price quotes must consist of a price quote for the base period and each option. The offeror must submit at least two references that can provide relevant and recent (within the past three (3) years) past performance information to the Contracting Officer. BASIS FOR AWARD: This is a competitive best value acquisition utilizing simplified procedures authorized by FAR 13.5, "Test Program for Certain Commercial Items." For quotations determined technically acceptable, a best value selection based on price and past performance will be made. An offeror will be determined technically acceptable if no exception is taken to the specifications and requirements of the RFQ. Award will be based on price and past performance. Each offeror's quoted price will be evaluated for reasonableness. Price will always be an important factor; therefore, offerors should make diligent efforts to control costs and submit fairly priced quotes. Past performance will be evaluated based on relevancy (size/scope/complexity), quality of product/service, timeliness of delivery/performance, and business relations (customer service). To be considered for award an offeror must have a satisfactory or better past performance record based upon information available to the contracting officer. After evaluating price and past performance, award may be made to other than the low offeror, when the contracting officer determines it to be in the Government's best interest. The provision at FAR 52.212-1, Instruction to Offerors - Commercial Items (Jan 2004), applies to this acquisition. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications - Commercial Items (May 2004); DFARS 252.212-7000 Offeror Representations and Certifications - Commercial Items (Nov 1995); and DFARS 252.225-7000, Buy American Act-Balance Payment Program Certificate (Apr 2003) with the quotation. The FAR clause, 52.212-4, Contract Terms and Conditions - Commercial Items (Oct 2003) applies to this acquisition and is addended to add the following FAR clauses: Add paragraph (u), FAR 52.204-4, Printed or Copied Double-Sided on Recycled Paper (Aug 2000); Add paragraph (v), FAR 52.204-7, Central Contractor Registration (Oct 2003); Add paragraph (w), FAR 52.217- 8 Option to Extend Services (Nov 1999). For the purpose of this clause, the blank is completed as follows: Within 15 days of expiration of contract. (End of Clause), Add paragraph (x), FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000). For the purpose of this clause the blanks are completed as follows: (a) Within 15 days, (c) Not to exceed 42 months.
