- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purchase Request number is FH330041411200 as a Request for Quote using Simplified Acquisition Procedures. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-20 and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20040223. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. This acquisition is for the purchase of the Gospel Protestant Instrumentalist for the Maxwell /Gunter AFB. This request is unfunded and will be awarded pending approval of funding. This acquisition is 100% set-aside for small business. The North American Industrial Classification System Code is 611710 with a small business size standard of $6,000,000.00. The following clauses and provisions are incorporated either by reference or full text and are to remain in full force in any resultant purchase order; FAR 52.212-1, Instructions to Offerors, Commercial Item (Jan 2004) applies to this acquisition. Submit signed and dated proposals on company letterhead. The Government will make an award to the lowest priced, responsible, contractor whose proposal conforms to the solicitation. The contractor must be registered in the Central Contractor Registration database. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Jan 2004) and DFARS 252.212-7000, Offeror Representations and Certifications?Commercial Items (Nov 1995) with the proposal. DFARS 252.212-7001, Contract Terms and Conditions required to implement statues or executive orders applicable to Defense Acquisitions of commercial items and 252.225-7001, Buy American Act. Quotes are required to be received no later than 12:00 PM CST, Tuesday, 3 Aug 04. STATEMENT OF WORK: INSTRUMENTALIST 1130 GOSPEL SERVICE, CHAPEL 2 MAXWELL/GUNTER AFB, AL GENERAL DUTIES OUTLINE: Shall accompany on keyboard and all choir/praise team rehearsals and performances for the 1130 Gospel Service at Chapel 2, and any Service Chaplain approved special services/activities. CONTRACTOR SHALL: 1. Be present for a rehearsal each week for the 1130 Gospel Service as established by the Service Chaplain. Rehearsals shall last at least 1 hour but not more than 2 hours. These services provided for a full month shall constitute one unit of pay. (12 Units) 2. Be present for weekly performances for the 1130 Gospel Service every Sunday as established by the Service Chaplain. Worship services will last at least 1 hour but not more than 2 hours. Performances shall include a 1/2 hour warm-up session before each service, and performance for the service itself of generally 1 hour, but no more than 2 hours. These services provided for a full month shall constitute one unit of pay. (12 Units) 3. Be present for performances/rehearsals for special services/activities as established by the Service Chaplain. The Service Chaplain will determine the time, location, and quantity of rehearsals and performances. Rehearsals shall last at least 1 hour but not more than 2 hours. This shall constitute one unit of pay. Any additional rehearsals shall be coordinated in advance with the Service Chaplain. Performances shall include a 1/2 hour warm-up session before each service, and performance for the service itself of generally 1, but no more than 2 hours. This shall constitute one unit of pay. (12 Units) 4. Be able to give accompaniment for the 1130 Gospel service and for any chaplain approved special services/activities. 5. Be required to accompany on keyboards all rehearsals and performances for the worship service and for any chaplain approved special services/activities. 6. Arrive at all rehearsals NLT 10 minutes prior to start time and 45 minutes prior to the beginning of each service or special service/activity. 7. Be responsible for unlocking the chapel before rehearsals/services and for securing the chapel afterwards. Shall ensure that all music stands, microphones, microphone stands, microphone chords, and choir/praise team risers are set-up and put away after all services and rehearsals. Shall ensure the chapel sanctuary and choir/praise team room, or other places of rehearsal, are left in a clean and orderly manner after all services and rehearsals. 8. Be responsible for turning on the sound system and ensuring that the settings for the sound system are set at appropriate levels. Shall ensure that the sound system is turned off when rehearsals and services are finished. 9. Be responsible for ensuring the piano/synthesizer is returned to its closed position and covered. If using the organ, close and lock organ. 10. Be responsible for arranging, maintaining, coordinating, selecting, preparing PowerPoint slides, ordering and purchasing all literature, music and equipment, as well as coordinating with other musicians and choir/praise team directors. Shall be familiar with the Liturgical Church Calendar and be able to select music appropriate to the season and conduct/accompany the choir/praise team in the performance of seasonal music. Shall coordinate in advance with the Service Chaplain in selecting appropriate music. Shall submit a fund request to the Service Chaplain at least 1 month prior to date material is required. 11. Be responsible for recruiting, training, and directing all choir/praise team members and musicians for the worship service and any special services/activities. 12. Be responsible for finding a replacement during absences. Replacement must be approved 5 days in advance by the Service Chaplain. 13. Serve as point of contact concerning music for rehearsals, worship services and any special services/activities. Shall provide guidance regarding order of worship for the worship service and any special services/activities. 14. Coordinate all music selections, arrangements, soloists, and special service/activity requirements with the service/activity chaplains at least one week in advance. Shall coordinate all musicians, choir/praise team members and guest performers. 15. Meet with Service Chaplain on a monthly basis or as needed to coordinate upcoming worship service or special service/activity needs. The Service Chaplain shall provide specific music needs. 16. Complete a facility request form to schedule chapel facilities for all rehearsals of the worship service and performances/rehearsals for any special services/activities. 17. Dress appropriately when providing services during worship. Conservative casual dress for men and similar conservative attire for women. No jeans, shorts, t-shirts, tennis shoes, or other inappropriate attire shall be worn during worship services. The Service Chaplain may determine what is appropriate attire. 18. Possess and demonstrate the ability to work cooperatively with chapel staff, other choir/praise team directors and musicians, choir/praise team members, and members of other faith groups for ecumenical and inter-faith services. 19. Shall be able to attend music training and related workshops as opportunity arises. 20. Contractor shall submit invoices as 21 in through Wide Area Work Flow. REQUIREMENTS/QUALIFICATIONS: 1. Shall have at minimum 5 years experience as a choir/praise team keyboardist for Protestant chapel worship services. Shall have the ability to sight read music. Shall have the ability to improvise while playing keyboards or accompanying a soloist. Shall be able to perform a wide variety of different music styles on keyboards. 2. Shall be familiar with a wide variety of Protestant denominational music expressions and styles. Shall be familiar with the Liturgical Church Calendar and be able to select music appropriate to the season and accompany the choir/praise team in the performance of seasonal music. 3. Shall be willing to work flexible hours due to possible variances of rehearsal, worship service or special service/activity times. 4. Shall be able to attend music training and related workshops as opportunity arises. 5. Shall be able to regularly lift up to 50 pounds. 6. Shall be able to meet with Service Chaplain on a monthly basis or as needed to coordinate upcoming rehearsal, worship service or special service/activity needs. 4. Shall be able to fluently speak, write, and understand the English language. 8. Shall be able to pass interview/evaluation for qualification. 9. Shall be able to pass security check required by Air Force to work around children; obtain vehicle/personal pass to enter base.
