Description
The 30th Space Wing, Vandenberg AFB, CA, is soliciting offers to provide Certification of Cleanroom 1 and Cleanroom 2 in Bldg 1559 in accordance with the statement of work described below. This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation reference number is FA4610-04-T-0015 and the solicitation is issued as a request for quotation.. This solicitation incorporates Federal Acquisition Circular 2001-18. The North American Industry Classification System Code (NAICS) is 561720 and the size standard is $14M. This acquisition is a 100% small business set-aside. Services, non-personal: Contractor to furnish all labor, tools, parts, materials, facilities, transportation, and supervision necessary to accomplish a certification of Cleanrooms 1 and 2 in building 1559, Vandenberg Air Force Base. Take particle counts in the incoming air stream within the cleanroom to determine the class of the air coming into the room. This will be done by using a Particle Measuring Systems LPC-100 particle counter and sampling the air coming through the 6 lower registers in the cleanroom. A give minute sample will be taken at each register. Provide cleanroom certification for Cleanroom 1 and Cleanroom 2 for a Class 100,000 at particle sizes of 0.5u and 5.0u and larger per the requirements of Federal Standard 209E. The number of required sample locations for Cleanroom 1 is eight, and Cleanroom 2 is 5 locations. A one-minute sample of one CFM of air will be taken on 3 planes at 5?, 10?, and 15? from the floor at each sample location. A certified report will be provided that contains copies of the particle counts at each location. Provide top down cleaning of Cleanroom 1 and Cleanroom 2 to bring the rooms into Class 100,000 compliance using approved cleanroom materials and procedures. The cleaning shall include wiping and vacuuming of all surfaces including light fixtures, grates, and door tracks. The large surfaces of the walls may be cleaned with cleanroom approved tacky rollers. Surfaces that cannot be cleaned with the rollers will be wiped with either a mixture of cleanroom detergent and de-ionized water or IPA and de-ionized water. The floor shall be vacuumed with a HEPA filter vacuum and then mopped with de-ionized water and cleanroom detergent. The large bundle of cables on the side of the cleanroom will be wrapped in cleanroom-approved scrim and taped at the beginning of the cleaning. Tacky mats will be installed at the cleanroom entrance and changed at the start of each shift. Two electric scissor lifts will be used to clean the ceiling, crane, and walls above 10 feet. The contractor will provide for steam cleaning for the lifts prior to use. The contractor shall provide the cleanroom-approved supplies and HEPA vacuums for the cleaning. The contractor shall bag all spent cleanrooms wipes in plastic bags. The contractor will provide two 55-gallon bung type DOT rated drums for the disposal of all the rinse water generated. It is Lockheed Martin?s responsibility to dispose of the rinse water and spent wipes. The contractor will maintain chemical usage records and provide copies if needed. The contractor will provide the tanks for the de-ionized water. Lockheed Martin will need to provide hook-ups for the de-ionized water system. The contractor needs to be on the Entry Authorization List to access Vandenberg AFB and must be escorted by VAFB personnel while inside Building 1559. All work is to be completed during normal business hours Monday through Friday. Cleanroom 1 and cleanroom 2 certification is to be completed by 23 August 04. Performance period is 15 calendar days. Period of performance is from 9 Aug 2004 to 23 Aug 2004. Contractor to bill in one lump sum after completion of performance.
