- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The requirement is for rebuilding spool control valves (single spool) for model 936 Wreckers. Reference NSN number 4820-01-127-6922 and 4810-01-105-6966 for wreckers. This solicitation nu mber W9127Q-04-T-0061 is issued as a Request for Quotes. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 97-14. This solicitation is 100% small business set aside and is restricted to small busi nesses only in accordance with FAR 19.502-2(b). NAICS is 811111, Small Business Standard is $6,000,000. A minimum estimated quantity per week is ten (10). A maximum estimated quantity per week is twenty (20). The resultant contract will be a performance- based requirements contract, base year with option to extend the contract two additional years. Individual task orders shall be placed against the contract when the Government has a requirement for this service. Item 0001 Base Year (Aug 04 through Sept 04) estimated Qty of ten. Item 0002, Option year (Oct 04 through Sept 05) estimated Qty of ten. Item 0003 option year (Oct 05 through Sept 06), estimated Qty of ten. The requirement is for the Mississippi Readiness Sustainment Maintenance Site (MSRSMS), Cam p Shelby, MS 39407. Prices quoted must include all applicable pick up and delivery fees. Response time for picking up the spool control valves shall be the next business day after receipt of the order. Spool control valves will be delivered back to MSRSMS within seven (7) days after pick up. Vendor will pick up and deliver every other Monday. Each valve will be visually inspected for serviceability. If a valve is deemed unserviceable it can be used for spare parts, however the core must be turned back in to RSMS supply. If a valve is found unserviceable after (RSMS) receives it from the vendor, it will be sent back and repaired at no additional cost to the RSMS shop. The spool will be removed and polished. All seals will be removed and replaced. An inspectio n of pinholes for excessive wear shall be done. The valves will be reassembled and tested. Once the valve is repaired it will be primed and painted with CARC paint. If the valve needs internal parts other than specified above it will be handled on a case b y case basis. (a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from time of co ntract award through September 30, 2004; 52.216-19, Order Limitations (Oct 1995) (a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than ten , the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract. (b) Maximum order. The Contractor is not obligated to honor (1) Any order for a single item in excess of twenty; (2) Any order for a combination of items in excess of twenty. (3) A series of orders from the same ordering office within 7 days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) of this section. Notwithstanding paragraphs (b) and (c) of this section, the Contractor s hall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 7 days after issuance, with written notice stating the Contractors intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source. 52.216-21,Requirements (Oct 1995). This is a requirements contract for the supplies and effective for the period stated. The quantities of supplies specified are estimates only. Except as this contract may otherwise provide, if the Governments requirements do not result in orders in the quantities described as estimated or maximum, that fact shall not constitute the basis for an equitable price adjustment. Any order issued during the effective period of this resultant contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor? ?????s and Government??????s rights and obligations with respect to that order to the same extent as if the order were completed during the contract??????s effective period; provided, that the Contractor shall not be required to make any deliveries under t his contract after September 30, 2004. 52.217-9, Option to Extend the Term of the Contract (Mar 2000): (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Con tractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be co nsidered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed beyond September 30, 2006. 52.232-19, Availability of Funds for the Next Fiscal Year (Apr 1984).
