GENERAL DESCIPTION The US Army Corps of Engineers (COE) operates several hydropower dams in the Pacific Northwest. We are looking for contractors who can provide engineering and testing services involving hydropower unit performance modeling for main generating units owned by the Seattle, Walla Walla and Portland District COE. The work may include the development of proper machine models and parameters for generators, governors and excitation systems suitable for system studies and the field verification testing of the mode ls. 2. BACKGROUND INFORMATION The Western System Coordinating Council (WSCC) issued guidance in its March 21, 1997 letter entitled, Testing of Synchronous Unit Reactive Limits and Dynamic Testing/Model Validation, whereby it requires member utilities to field verify models and model pa rameters for use in WSCC system studies. The COE has complied with the requirements of WSCC in this area. However, as new equipment is purchased and installed to replace older equipment, such as governor, excitation systems and power system stabilizers, applicable models to this replacement equipment need to be developed, verified and submitted to WSCC. 3. WORK REQUIRED Scope: Provide program management, engineering and testing services for tuning and model validation testing on an as required basis. Program Management ?????? Provide necessary specialized personnel or test services, schedule activities as needed to meet deadlines agreed between COE and Contractor. Coordinate with project staffs for necessary test outages and project support of tests. HDC will provide technical oversight and will be the point of contact for problems that cannot be resolved with project staffs. Tuning and Model Validation Testing Prepare detailed field test procedures for tuning and model validation testing of replacement governors, excitation systems and power system stabilizers (PSS). Test procedures shall provide a detailed step-by-step procedure of all required connections, op erations and measurements to be taken. These test procedures are for use by Contractor and COE personnel during performance of the tests. In addition, prepare and submit at least two weeks in advance of all tests a high level schedule, which lists each of the tests to be performed, the operating condition of the unit and the anticipated duration of each test. Provide testing personnel and equipment needed to field test the replacement governors, excitation systems and power system stabilizers. Field tests shall be performed and settings recommendations shall be made to tune the automatic voltage regulator and PSS. Model simulation shall be provided to help determine the recommended settings. Tests shall include verification of limiters. COE will provide powerhouse operators for the tests and electricians to perform modifications to unit controls if needed for the tests. Contractor may be requested to tune and field test equipment that has been previously given full model validation testing.
