- Bureau of Reclamation has a requirement to obtain advisory services to address this agency's appropriate organizational, management, and resource configurations so that it may meet its construction, maintenance, and infrastructure management missions for the 21st century. The following tasks are to be accomplished: a. Based on information and plans provided by the Bureau of Reclamation, articulate its future mission regarding construction, heavy maintenance, and infrastructure management operations. b. Survey federal agencies and other governmental and non-governmental organizations with similar mission responsibilities to determine their organizational and operational models and to identify "good practice" tools and techniques for Bureau of Reclamation efforts in infrastructure management. c. Review and assess trends in budget, human resources, and project execution methods within the Bureau of Reclamation, Department of Interior, and other federal agencies. In carrying out this task, the committee will not develop any independent budgetary recommendations. d. Based on information provided by the Bureau of Reclamation and other sources, construct alternative scenarios for future infrastructure management responsibilities and develop corresponding organizational and operational options. The date of award is anticipated to be on or about August 10, 2004. The duration of the proposed period of performance is 12 months after date of award. It is universally recognized that the National Academy of Science's access to the required government and non-government resources for the task at hand are without peer. Based on information available at this time, and in accordance with 41 USC 253 ( c ) (1), Reclamation considers the services described above as sole source from the National Academy of Sciences, Washington, DC , a quasi-governmental, nonprofit corporation, and it proposed to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Any source who believe that they can provide the required services as specified herein are invited to submit, in writing, an affirmative response to this announcement within 45 calendar days of the publication of this synopsis. An affirmative response would include literature, brochures and such other materials which correspond to the required services stated herein. This information will be evaluated and used to determine if competitive opportunities exist. All sources responding to this synopsis shall submit information relating to their business size status, i.e., small, large, minority owned, women owned, etc. North American Identifier Classification System (NAICS) for this acquisition is 921110. Funds are not immediately available for the proposed procurement action, but are expected to be available prior to award. (See Note 22)
