Description
This is a Sources Sought Notice and is issued for informational and planning purposes only. The information requested by this notice will be used within the Department of the Treasury to facilitate decision making and will not be disclosed outside the agency. Please note that the Department of the Treasury will NOT be responsible for any costs incurred by interested parties in responding to this request for information. Under the National Capital Revitalization and Self-Government Improvement Act of 1997, Title XI of the Balanced Budget Act of 1997, as amended, Public Law 105-33 (the ?Act?), the U.S. Department of the Treasury (?Treasury?) requires the services of an enrolled actuary (as defined in section 7701(a)(35) of the Internal Revenue Code of 1986), to make certain actuarial determinations and reports with respect to the District of Columbia Retirement Programs for police officers, fire fighters, teachers and judges. The enrolled actuary engaged for this purpose must be a member of the American Academy of Actuaries. The Act requires that an actuarial valuation of the Police Officers and Firefighters? and Teachers? Plans be conducted annually by an enrolled actuary. The Act further requires that the enrolled actuary (a) project cash flows from the retirement funds, and (b) determine the annual payment to amortize the unfunded liability of the Plans. The Act allows for an annual valuation of the Judges? Retirement Plan and requires that an annual payment be made to amortize the unfunded liability of the Plan. Should a future requirement evolve from this notice, it is anticipated that the period of performance will be for one (1) twelve (12) month base year and two (2) twelve (12) month option years. This Sources Sought Notice is set aside for interested small business concerns. For purposes of this notice, the small business size standard is $6M and the North American Industry Classification System (NAICS) Code is 541612. It is requested that interested contractors submit a capability package to include the following: 1) Contractor name, address, phone number, and contact person; 2) Business classification (HUBZone, 8(a), Small Disadvantage Business, Women-owned, Vetern-owned, Service-disabled veteran-owned, etc.); 3) Brief description of contractor experience; 4) Name, address, phone number and contact person of three references for which similar work (in the last 5 years) as listed in this notice was performed; 5) Explanation of the work performed relative to the work described in this notice; and 6) Original and final contract value of work performed. Please limit the capability package to no more than 25 pages. The capability package must be clear, concise and complete. The capability package must be received by August 16, 2004, 2:00 p.m., EST.
