- Description
- The Internal Revenue Service intends to issue a purchase order on a sole source basis to GuideStar(Philanthropic Research, Inc.), Williamsburg, VA, under the authority of FAR 13.106-1 (b)(1) for the acquisition of a data subscription service. Public disclosure of Forms 990-PF is currently legislatively mandated. The IRS currently images a large portion of these returns and provides them to requesting outside individuals or organizations. The IRS requires a data feed to the GuideStar-NCCS National Non-profit Database for Forms 990-PF filed by public charities, tax exempt under IRS Section 501( c )(3) in calendar years 2000 through 2002. The data will be used by IRS staff for internal research and examination of both individual charities and the sector as a whole. In addition, the database shall include more than 160 additional data files to include: IRS Statistics of Income sample files; National Association of Charitable Statistics annual Core Files for organizations exempt from taxes that are not public charities and for Form 990-PF filers; and the IRS Business Master Files. The database must include the capability to view, extract, download, and analyze the data. The IRS will utilize the data subscription service for a period of one year. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all interested parties who can provide the above requirement at prices, terms and conditions equal to or better than those which can be provided by GuideStar, should submit clear and convincing data in writing substantiating an ability to furnish the entire requirement. Responses to this notice must be received by this office no later than COB August 11, 2004 to be considered. Interested parties must express their questions, interest and capabilities in writing via fax, e-mail or hand delivery. Facsimile responses must contain signatures, and be received by the time specified in this synopsis, and may not exceed 10 pages. The Government will not be responsible for any failure attributable to the transmission or receipt of any facsimile information. If a response is received that meets the Government?s requirement, and an analysis of both technical and pricing documentation indicates that a competitive acquisition would be more advantageous to the Government, a formal solicitation may be issued. No solicitation document exists for this requirement. Requests for the same will be considered non-responsive. All Treasury contractors are required to register in the DoD Central Contractor Registration (CCR) database prior to execution of award. If no responses are received, an award shall be made to GuideStar.
